Mr. Baker's verdict on the organization and conduct of the various industrial activities undertaken by the government for war purposes is, on the whole, favorable. With this opinion most of our people will very likely agree. Indeed, the editor is doubtful of the correctness of Mr. Baker's opinion concerning the views of the so-called con servative or middle class on this matter. On the contrary, the editor believes that the great majority of our people of all classes would say yes to the question whether the gov ernment administration of such industrial activities as it took over was not good for war purposes under the conditions and circumstances that prevailed while the war was in progress. Indeed, the inquiry which one must put in such a matter is not, after all, whether the administration was good or bad, but whether it was as good as it could be under the circum stances, whether other officers, for example, could probably have managed better. Book excerpt: Excerpt from Government Control of the Liquor Business in Great Britain and the United States This study on the "Government Control of the Liquor Traffic" was begun by Dr. Carver with the expectation that the history of the experience of Great Britain would be useful to our own people during the war. But events have moved so rapidly that this purpose has been defeated. The original motive for control of the liquor traffic as a war measure was the conservation of food materials. The prohibition movement had made great strides in this country for other reasons than conservation of food, but the movement was greatly accelerated by this later need. Moreover, the restriction on the consumption of liquor abroad had shown such good results in improved health, morale and economic conditions that the argument for prohibition was strengthened. It is not altogether unlikely that the adoption of our own constitutional amendment on this matter would have been more difficult, or, at any rate, longer delayed, but for the patriotic feeling that conservation was necessary. It is of little practical advantage to discuss the causes of a movement and its underlying philosophy, after the event. However, it has been made very clear, by the experience of every country in the war, that the manufacture of malt and spirituous liquors has been a heavy drain on the national strength, not only by the divergence of food materials to this manufacture but by the demoralization of large numbers of men and women. The hastening of whatever good one believes to inhere in the prohibition of the consumption of these liquors is, therefore, to be regarded by those who hold that view as an incidental benefit of the war. The economic problems which will be presented in those countries now the theatre of the war, after hostilities are over-as to what shaping effect these will have on the several govern ments, I have not attempted to go into. Such does not concern us in this inquiry. The narrative of the rapid drawing toward the Socialistic State of certain of these countries which was going on at the commencement of the war, as herein shown, may be taken as a condition whose trend is to be resumed with redoubled fury after the war is over, at which time the conditions which have moved the labor element toward the mass strike, will have become highly intensified. Indeed, it is already manifest that when the war closes the world shall have been driven far along in the Socialistic program. It is always the result of war to fasten upon the nations experiencing it erroneous economic policies from which they sufier for years after, the effects of their operations Visiting more injury than the war itself. Our protective tariff system was a heritage of our civil war; and already we have reports of Socialistic schemes in France to care for the people whom the press dispatches tell us are out of work in Paris alone. There are plans to start government work shops and labor yards and far reaching charitable work with vast soup kitchens run bythe labor unions. While in the United States, by reason of a warped and erroneous shipping policy, finding ourselves without bottoms under a flag safe upon the seas in which to carry the commerce of the country, Congress is arranging to appropriate to buy merchant Vessels and start the nation into the commercial shipping business. Enormous sums are appropriated for war materials whose diversion from the channels of industry increase prices and so lessen the opportunities for labor, and intensify the demand and the apparent necessity for the State moving into industry to provide work for the people: Indeed, it may be said that the call for the State to enter industry is due to the fact that the initiative of the people of the nation has been dislocated by erroneous governmental policies, so that it cannot provide jobs for the people itself.
