The writer tried to convey his conviction that the question of Government ownership of public utilities and especially railroads in the United States is essentially one not of railroad management and operation itself, but of general economics and politics. To his mind, Government ownership of public utilities means absolute Government control not only of the industries but also of the politics in the various States and in the Union generally. It means practically, if not formally, abolition of our democratic institutions and of the very spirit of democracy, and substitutes for the rule of the people, for the people, and by the people, an autocracy of the central government. It means abolition of the present division of the country into forty-eight sovereign and independent States, and reduction of the States to simple electral districts, as well as loss by the States of their rights to tax railroad properties within their boundaries as an exercise of their right of sovereignty. It means also forcing into politics our great corporations, and introducing a spirit of corruption and political subserviency at a time when the spirit of militant democracy is awakened in the land by the events of the past four years. It means also giving one of the most potent arguments into the hands of the extreme socialist groups and thus reinforcing the sinister cohorts of enemy and Bolshevist propaganda. The writer desires to make it perfectly clear that at no time does he wish to imply that advocates of Government ownership are harboring such intentions as abolishing the democratic institutions of this country or assisting the enemy in his vicious endeavor to disorganize and destroy our nation. In a matter of national life, however, it is not the intentions that count but the facts, and it is with facts and not intentions that the author of the present book has tried to deal. Book excerpt: The economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. The authors conclude that after the uniform application of democratic market economic principles, the 2000s witnessed a path-dependent departure from standard economic and political operating procedures in developed countries.

We have been arguing about the wrong thing while sitting on a goldmine of assets. Don’t worry about who owns those assets, worry about whether they are managed effectively. Why does this matter? Because despite the Thatcher/ Reagan economic revolution, the largest pool of wealth in the world – a global total that is much larger than the world’s total pensions savings, and ten times the total of all the sovereign wealth funds on the planet – is still comprised of commercial assets that are held in public ownership. If professionally managed, they could generate an annual yield of 2.7 trillion dollars, more than current global spending on infrastructure: transport, power, water, and communications. Based on both economic research and hands-on experience from many countries, the authors argue that publicly owned commercial assets need to be taken out of the direct and distorting control of politicians and placed under professional management in a ‘National Wealth Fund’ or its local government equivalent. Such a move would trigger much-needed structural reforms in national economies, thus resurrect strained government finances, bolster ailing economic growth, and improve the fabric of democratic institutions. This radical, reforming book was named one of the "Books of the Year".by both the FT and The Economist.

Book excerpt: This article discusses why recent government investments in private companies might avoid the hazards experienced by state-owned enterprises in the past and suggests additional measures for governments to adopt to insulate these firms from undue political interference. In their efforts to revive economies that recently teetered on the edge of collapse, various governments have acquired substantial stakes in a number of private firms. Given the poor performance of state-owned enterprises across the globe - owing to unclear objectives, political interference, lack of discipline, and poor transparency - the public is understandably anxious about the expanded role of government in the economy. But the situation in some countries is better than what people perceive and taxpayers may be spared these governance failures this time. Five structural characteristics should reassure the public that government intervention today will be far less damaging than past experience would indicate. These include: 1) Western governments have been forced into equity ownership and are "reluctant" shareholders, 2) governments insist that they will seek to sell their holdings as soon as possible, 3) the limited number of capital injections has made it is easier for the public to measure the value created or lost, 4) looming budget deficits should constrain governments from engaging in wasteful spending at bailed-out firms, and 5) governments have kept a portion of companies' ownership in private hands, thus preserving a high level of transparency and compelling governments to consider the impact of their actions on other shareholders. Furthermore, government can put in place certain safeguards to instill the public with greater confidence that they are acting not only to insulate government-held firms from inappropriate political influence but also with the companies' best commercial interests in mind. These include: 1) clearly stating the objectives for their holdings, 2) defining and announcing their "rules of engagement," 3) establishing an intermediary body to hold the government's stakes in private companies, 4) ensuring that public policy objectives pursued are separately funded or underpinned by commercial principles, and 5) maintaining a high level of transparency, including by announcing a preliminary timetable for exit.

Book excerpt: The federal government owns roughly 640 million acres, about 28% of the 2.27 billion acres of land in the United States. Four agencies administer 608.9 million acres of this land: the Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and National Park Service (NPS) in the Department of the Interior (DOI), and the Forest Service (FS) in the Department of Agriculture. Most of these lands are in the West and Alaska. In addition, the Department of Defense administers 14.4 million acres in the United States consisting of military bases, training ranges, and more. Numerous other agencies administer the remaining federal acreage. The lands administered by the four land agencies are managed for many purposes, primarily related to preservation, recreation, and development of natural resources. Yet each of these agencies has distinct responsibilities. The BLM manages 247.3 million acres of public land and administers about 700 million acres of federal subsurface mineral estate throughout the nation. The BLM has a multiple-use, sustained-yield mandate that supports a variety of uses and programs, including energy development, recreation, grazing, wild horses and burros, and conservation. The FS manages 192.9 million acres also for multiple uses and sustained yields of various products and services, including timber harvesting, recreation, grazing, watershed protection, and fish and wildlife habitats. Most of the FS lands are designated national forests. Wildfire protection is increasingly important for both agencies. The FWS manages 89.1 million acres of the total, primarily to conserve and protect animals and plants. The National Wildlife Refuge System includes wildlife refuges, waterfowl production areas, and wildlife coordination units. The NPS manages 79.6 million acres in 401 diverse units to conserve lands and resources and make them available for public use. Activities that harvest or remove resources generally are prohibited. Federal land ownership is concentrated in the West. Specifically, 61.2% of Alaska is federally owned, as is 46.9% of the 11 coterminous western states. By contrast, the federal government owns 4.0% of lands in the other states. This western concentration has contributed to a higher degree of controversy over land ownership and use in that part of the country. Throughout America's history, federal land laws have reflected two visions: keeping some lands in federal ownership while disposing of others. From the earliest days, there has been conflict between these two visions. During the 19th century, many laws encouraged settlement of the West through federal land disposal. Mostly in the 20th century, emphasis shifted to retention of federal lands. Congress has provided varying land acquisition and disposal authorities to the agencies, ranging from restricted to broad. As a result of acquisitions and disposals, federal land ownership by the five agencies has declined by 23.5 million acres since 1990, from 646.9 million acres to 623.3 million acres. Much of the decline is attributable to BLM land disposals in Alaska and also reductions in DOD land. Numerous issues affecting federal land management are before Congress. They include the extent of federal ownership, and whether to decrease, maintain, or increase the amount of federal holdings; the condition of currently owned federal infrastructure and lands, and the priority of their maintenance versus new acquisitions; the optimal balance between land use and protection, and whether federal lands should be managed primarily to benefit the nation as a whole or instead to benefit the localities and states; and border control on federal lands along the southwest border.
