Book Standards for Internal Control in the Federal Government

Download or read book Standards for Internal Control in the Federal Government written by United States Government Accountability Office and published by Lulu.com. This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: " The Department of Homeland Security's (DHS) Federal Protective Service (FPS) protects over 9,000 federal facilities under the custody and control of the General Services Administration (GSA). In 2007, FPS adopted an inspector-based workforce approach and indicated it would increase its reliance on state and local law enforcement agencies to respond to incidents at these facilities. These facilities range from facilities of proprietary or concurrent jurisdiction-where authority is shared by federal and state and local police-to facilities of exclusive jurisdiction, where only federal law enforcement has authority. As requested, this report assesses FPS's efforts to collaborate with state and local law enforcement for assistance in responding to incidents at these federal facilities. GAO reviewed documents on collaboration, GSA and FPS facility data, and GAO's work on key collaboration practices and internal control standards. GAO also contacted 73 selected state and local law enforcement agencies from geographic jurisdictions of varying population sizes and FPS buildings throughout the United States and interviewed FPS and GSA officials. Book excerpt: "Events such as the February 2010 attack on the Internal Revenue Service offices in Texas, and the shooting in the lobby of the Nevada federal courthouse, demonstrate the vulnerabilities of federal facilities and the safety of the federal employees who occupy them. The Federal Protective Service (FPS) is the primary agency responsible for the security of over 9,000 federal government facilities across the country. The fiscal year 2010 DHS appropriations act transferred FPS from Immigration and Customs Enforcement (ICE) to the National Protection and Programs Directorate (NPPD), within the Department of Homeland Security (DHS). This report addresses (1) the extent to which the FPS transition has been implemented and any remaining related challenges, and (2) the extent to which the transition will help address previously identified challenges to protecting federal facilities. GAO reviewed the 2009 FPS-NPPD transition plan; agreements between FPS, NPPD, and ICE, and best practices for scheduling and cost estimating; and interviewed DHS officials. GAO recommends that DHS improve the schedule for transferring IT services to reflect scheduling best practices, and update the IT transition cost estimate, in accordance with cost-estimating best practices. DHS..."

Available in PDF, EPUB and Kindle. Book excerpt: FPS provides security and law enforcement services to over 9,000 federal facilities under the custody and control of the General Services Administration (GSA). GAO has reported that FPS faces challenges providing security services, particularly completing FSAs and managing its contract guard program. To address these challenges, FPS spent about $35 million and 4 years developing RAMP, essentially a risk assessment and contract guard oversight tool. However, RAMP ultimately could not be used because of system problems. GAO was asked to examine (1) the extent to which FPS is completing risk assessments; (2) the status of FPS's efforts to develop an FSA tool; and (3) FPS's efforts to manage its contract guard workforce. GAO reviewed FPS documents, conducted site visits at 3 of FPS's 11 regions, and interviewed FPS officials and inspectors, guard companies, and 4 risk management experts. GAO recommends that FPS incorporate NIPP's risk management framework in any future risk assessment tool; coordinate with federal agencies to reduce any unnecessary duplication in FPS's assessments; address limitations with its interim tool to better assess federal facilities; develop and implement a comprehensive and reliable contract guard oversight system; and independently verify that its contract guards are current on all training and certification requirements.

Book excerpt: The Federal Protective Service (FPS), as part of the Department of Homeland Security (DHS) is responsible for providing security services to about 9,000 federal facilities. In recent years, FPS downsized its workforce from 1,400 to about 1,000 full-time employees. In 2008, GAO expressed concerns about the impact that downsizing had on FPS's mission, and in fiscal years 2008 and 2009 Congress mandated FPS maintain no fewer than 1,200 employees. GAO was asked to determine the extent to which (1) FPS has hired and trained new staff to address its mandated staffing levels, (2) FPS has developed a strategic human capital plan to manage its current and future workforce needs, and (3) FPS's customers are satisfied with the services it provides. To address these objectives, we reviewed relevant laws and documents, interviewed officials from FPS and other federal agencies, and conducted a generalizable survey of FPS's customers.

Book excerpt: FPS's primary mission is to protect the almost 9,000 federal facilities that are held or leased by the General Services Administration. FPS also manages the Department of Homeland Security's (DHS) delegations of authority (delegations) program, which involves, among other things, reviewing requests by agencies to protect their own facilities instead of FPS and making recommendations to DHS about whether to grant, renew, or rescind such delegations. In response to direction in the conference report accompanying the Consolidated Appropriations Act, 2012, FPS prepared its Interim Plan that outlines FPS's process for reviewing existing and newly requested delegations. GAO was asked to review FPS's management of this program. This report covers (1) the extent to which FPS's delegations program meets select federal standards and (2) whether FPS has followed its Interim Plan in reviewing delegations. GAO reviewed FPS's 2012 Interim Plan and data on delegations; compared FPS's Interim Plan to federal standards; and analyzed the six requests for new or renewed delegations FPS reviewed from June 2012 through March 2014.

Over the years, GAO hasmade numerous recommendations toaddress significant weaknesses inFPS's oversight and management ofits security workforce.
