Book excerpt: Government directives to use the Internet for participatory governance have coincided with the growth of constituencies with limited English proficiency (LEP). Yet, translation of government web pages is hampered by tight funding, audiences' unpredictable linguistic makeup, and time-sensitive web content. As a result, increased outreach through English-language websites may perpetuate imbalanced civic participation. The Plain Writing Act of 2010 and federal directives to accommodate LEP persons have fallen short as solutions. Government writers need techniques for crafting texts that LEP readers can comprehend in English or translate effectively using free online translation tools. This study tested the effectiveness of Kohl's (2008) Global English Style (GES) as one such technique. Multilingual readers of English and Spanish and readers of English and Vietnamese evaluated machine translations of a government web page that violated GES, and translations of the same text after application of GES. Participants also compared the readability of English text before and after application of GES. Results showed that GES had a neutral or positive effect on the perceived quality of Spanish and Vietnamese translations, with a stronger effect noted in the Vietnamese translations. Almost all survey participants found the English text easier to read when it conformed to GES.

Book excerpt: The development of non-binding new governance methods has challenged the traditional ideals of EU law by suggesting that soft norms and executive networks may provide a viable alternative. Rather than see law and new governance as oppositional projects, Mark Dawson argues that new governance can be seen as an example of legal 'transformation', in which soft norms and hard law institutions begin to cohabit and interact. He charts this transformation by analysing the Open Method of Coordination (OMC) for Social Inclusion and Protection. While this process illustrates some of the concrete advantages for EU social policy which new governance has brought, it also illustrates their extensive legitimacy challenges. Methods like the OMC have both excluded traditional institutions, such as Courts and Parliaments, and altered the boundaries of domestic constitutional frameworks. The book concludes with some practical suggestions for how a political 'constitutionalisation' of new governance could look.
