Book excerpt: This reports provides some insights on the impact of Smart Specialisation on the governance of research and innovation policy systems across EU regions and countries. First, the analysis explores the governance arrangements underpinning Smart Specialisation strategies and the changes introduced by this policy concept. Second, it investigates to what extent (if any) and how Smart Specialisation has been promoting better coordination and collective action. The results show that Smart Specialisation has made the decision-making process and the governance of innovation policy more inclusive. One of the results of this policy experience is the reorganisation and/or establishment of coordination bodies, platforms, thematic working groups, clusters and the like. These organisations are reshaping and strengthening networks of engagement and modalities of cooperation between public and private actors, lowering transaction costs associated with collective action. There is evidence that Smart Specialisation has supported the production of a wide range of tangible and intangible collective goods, which are considered essential in promoting development processes. Finally, under the Smart Specialisation experience, inter-government coordination has received more attention that in the past and, as a result, new norms and arrangements have been experimented. However, despite these changes, and the general increase in pressure for coordination, the effectiveness of horizontal and vertical coordination is still weak. This depends on coordinating bodies and arrangements that are not properly functioning and the persistence of a silo approach in government, which is difficult to overcome. Clearly, this is an area where more efforts are needed in the future, along with the strengthening of the skills and resources to perform policy functions. In view of the new Cohesion Policy 2021-2027, the report provides two main recommendations. First, the Smart Specialisation approach should recognise more explicitly the need for upgrading the quality of governance and policy capacity. Where these elements are weak and/or incomplete they should be addressed with specific measures embedded into strategies and progress should be continuously monitored. Second, territories should discover what governance arrangements work best in their context, preferring the experimentation of new governance structures and processes and the increase of responsibilities and functions of management bodies and other relevant organisations as a result of capacity building processes, to the adoption of ideal models and best practices, which are often formally introduced without promoting real changes.

Book excerpt: The aim of this Report is to help policy makers working in different government levels involved in Smart Specialisation (S3) processes to understand how multilevel governance operates in their context and also how they can develop and facilitate its construction in their S3 strategies. The motivation behind this study is the belief that multilevel governance (MLG) can be improved and that S3 can be made more efficient with a win-win approach for different governments involved in the process. In order to begin this reflection, we first define the concept of multilevel governance, connect it to other relevant concepts regarding S3 and explain the place-based and experimental nature of multilevel governance, highlighting its complexity as one of its main characteristics. After describing the government levels that are actually in charge of S3 strategies under the umbrella of the European Commission, the brief focuses on its main contribution: the definition of four pillars for the construction of multilevel governance of place-based S3 strategies. We defined these pillars to help understand how multilevel governance can be built. For each of the pillars, one example linked to the Basque cases is described, together with another example from a different context, i.e. the Six City strategy in Finland, the regions of Flanders in Belgium, Extremadura in Spain, and Baden-Württemberg in Germany.

This policy note discusses the importance of sound institutional frameworks for the effectiveness of smart specialisation, presenting an econometric study that investigates the link between government institutions and innovation. The empirical results confirm the key role played by governance structures for technological advances at the regional level, suggesting that the greatest gains in innovative capacity from institutional reforms would be obtained in peripheral territories where the initial level of government quality is lower. Book excerpt: Research and innovation strategies for smart specialisation have been an integral part of the European Cohesion policy since 2013. Marking the seventh year of implementation of the smart specialisation policy, the Smart Specialisation Platform of the European Commission launched an extensive research project in 2020 with the aim to provide evidence on how and with what results the smart specialisation policy concept has been implemented on the ground. The research project focused on four main elements of the policy process: governance, Entrepreneurial Discovery Process (EDP), implementation measures, and monitoring and evaluation. Various sources of (primary and secondary) data and analytical exercises have been used for the assessment: analysis of implementation measures, case study reports and a survey addressed to Smart Specialisation implementing authorities. Out of the hundreds existing smart specialisation strategies, the case studies cover 13 regional and 5 national strategies and their implementation practices, while the survey has been filled out by 79 national or regional implementing authorities from 19 countries. This present publication is focusing on presenting a selected number of case studies, while other elements of the research project are presented in separate publications. The changes introduced by smart specialisation on the governance of research and innovation policy systems are analysed extensively in Guzzo and Gianelle, (2021), while the analysis of entrepreneurial discovery processes is covered in Perianez-Forte and Wilson (2021). Monitoring and evaluation systems are assessed in Hegyi and Prota (2021), and the analysis of implementation measures is covered in Fratesi et al. (2021). A separate report was published focusing on the results of the survey by Hegyi et al. (2021). Out of the 18 case study performed, this publication presents the following ones: Ostrobothnia (Finland), the Six city strategy (Finland), North Rhine-Westphalia (Germany), Emilia Romagna (Italy), Lombardy (Italy), Tuscany (Italy), Spain (national level), Valencia (Spain), Catalonia (Spain) and Slovenia (national level).

It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.
