While it encourages co-operation, participation and collective construction, at the same time, it has brought about new forms of public demission, oligarchic regimes and less local democracy. The dilemmas accompanying these changes are particularly relevant when observing the cities of Southern Europe, whose socio-cultural specificities very much structure local political and policy materialisations. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context. Illustrated by case studies of several main cities and metropoles on the North Mediterranean coast, it introduces and critically analyses the latest theories and approaches to urban governance. It questions how the 'real' or socio-cultural notion of city seems to have been separated from that of the 'political' city and explores how more integrated socio-political forms might be developed. It looks at current structures, dynamics and cultures of governance in urban development and questions whether they are well adapted to new realities and challenges or whether there are significant imbalances causing limited or fragmented political-administrative visions. By considering both the long Mediterranean history along with the recent but enduring global economic and political developments, this book argues that Southern European cities will have to depend greatly upon its own socio-cultural networks, dynamics and cosmopolitan evolution, making the most of the region's characteristic urban strengths, as trading hubs, with rich hinterlands and large and varied population.

Book excerpt: The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.

Book excerpt: This book focuses on territorial policies as instruments for local development in Europe’s periphery. Using a multiple-case research design in three typical case studies in the context of the Mediterranean island of Sardinia (Italy), we empirically test the hypothesis that the institutionalisation of the governance system is an independent variable that is capable of influencing the quality of public policy, intended as a dependent variable. According to this hypothesis, the two above-mentioned variables tend to change according to a linear and direct correlation: upward variation of the degree of institutionalisation of the governance system tends to correspond to upward variation in the quality of the policy, and vice versa. In our conclusions, we discuss the descriptive and prescriptive implications of the empirical findings of the research for the local development of peripheral areas. Regarding the descriptive implications, we explain how territorial policy-making can be articulated, based on the degree of institutionalisation of the governance system and the quality of the territorial policies. Regarding the prescriptive implications, we identify the best practices for territorial governance in order to improve the chances of local development in Europe’s periphery.

The goal is to fill the gap in the knowledge on silvo-pastoral systems and their changing trends, by adding the human dimension, with enough detail to draw inferences about the new governance solutions that are needed to address the multiple challenges faced by silvo-pastoral systems. As such, the book provides knowledge applicable to current and future silvo-pastoral territories in other regions across the world. The volume is divided into three sections: people and institutions, the institutional framework, and governance models. Each section, composed of several chapters, draws on empirical work about the Iberian montado and dehesa as well as from other similar systems in the Mediterranean, both on the northern and on the southern sides, in order to broaden its scope and cover a wider range of situations and examples. Some of the chapters rely more strongly on empirical findings and current experiences, others on a literature review and reflection by the authors over many years working with these systems. The conclusion sums up the most relevant findings from each chapter and discusses how research can progress so that new scientific approaches and evidence can support better adapted governance models of silvopastoral systems to face future challenges.
