A key component of urban poverty in developing countries is inadequate access to basic services, so understanding the institutional setting for basic service provision is key to addressing this challenge. This paper seeks to explain the institutional and organizational forms of service provision that emerge in developing country cities, where the urban poor living in informal settlements constitute a significant proportion of the urban population. The paper does so by examining the contemporary case of the Rio de Janeiro metropolitan area in Brazil, based on fieldwork conducted over the 2007-2014 period, for three key services: electricity, water, and sanitation (sewerage). I argue that the traditional forms of interaction between the state and informal settlements in Rio, based upon pork-barrel politics, have declined due to the absence of law enforcement and subsequent rise of organized crime in these areas, but also because of the emergence of new actors and organizations, including private service providers. Where the state remains the service provider, the decline of pork-barrel politics and the incentives related to public ownership have resulted in a policy of neglect towards informal settlements, significantly limiting access. In some cases, however, I show that private actors are constructing new approaches to service provision through collaboration with community and nonprofit organizations. These approaches entail collaborative forms of governance that have the potential not only to increase access, but to offer an alternative to the existing institutional setup beyond basic service provision. As such, they are of interest not only to scholars and practitioners interested in basic service provision, but more generally for the broader challenge of urban poverty and exclusion in the developing world.

This book addresses some key issues of governance and management for India’s principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. Services include housing, transportation, water, sanitation, solid waste disposal, and energy for cooking and lighting. In addition to discussing ways to improve the conditions of the poor in urban areas through the provision of basic infrastructure services, the workshop also laid the groundwork for follow-up regional senior policy seminars in Latin America, Africa, and Asia. While workshop participants did not attempt to conclude with formal policy recommendations, they did develop general areas of consensus. The focus of the workshop discussions were on the following concerns: financial issues; the role of nongovernmental organizations; the role of governments; and the relationship between nongovernmental organizations and the governments.

Using four main programs as examples, it presents a detailed overview of Surakarta’s housing policies regarding the poor. It critically evaluates the city’s relocation measures and shows that Surakarta’s city government has put into place an effective policy, reaching the poor by inclusive approaches. Influenced by global discussions and best practices, the programs examined are characterized by elements of good governance and Solo’s strategies have already been disseminated to other Indonesian cities. However, the book argues that deficits remain regarding participation and transparency. The work is based on Christian Obermayr's outstanding Master’s thesis, defended in 2013 at the University of Innsbruck, Austria.

This model emphasizes the guidance of government, market functions and society involvement. With the application of the new model, Liaoning province has improved 2.11 million people’s living conditions from 2005 to 2010. By introducing the conditions, history, rebuilding process and rebuilding methods of Liaoning slums, this book provides new information and data for slum rebuilding decision makers and researchers.
