In his seminal 1987 analysis of West Germany's 'semisovereign' system of governance, Peter Katzenstein attributed this success to a combination of a fragmented polity, consensus politics and incremental policy changes. However, unification in 1990 has both changed Germany's institutional configuration and created economic and social challenges on a huge scale. This volume therefore asks whether semisovereignty still exists in contemporary Germany and, crucially, whether it remains an asset in terms of addressing these challenges. By shadowing and building on the original study, an eminent team of British, German and American scholars analyses institutional changes and the resulting policy developments in key sectors, with Peter Katzenstein himself providing the conclusion. Together, the chapters provide a landmark assessment of the outcomes produced by one of the world's most important countries.

The focus is put on how the German system is different from that of the US. At the end, recent developments in the Corporate Governance landscape are discussed. To begin with, it is important to understand what Corporate Governance means. It is defined as “The system of rules, practices and processes by which a company is directed and controlled”. These rules, practices and processes are supposed to achieve values like integrity, transparency and fairness. Thereby, Corporate Governance can support a corporation to “fulfill its goals and objectives in a manner that adds to the value of the company and is also beneficial for all stakeholders in the long term”. Furthermore, it strengthens a company’s reputation and has shown to increase share prices by establishing trust. Potential investors, who might not be familiar with a corporation’s processes and controlling practices in detail, can rely on statutory monitoring systems.

They are part of a global movement, often characterized as populist, that values tradition over innovation or constant change. In Germany, such people are routinely portrayed as reactionary or even neo- fascist. The present study seeks to provide a portrait of these individuals and their organizations. Very little has been written in English about the cultural figures who play a role in this movement. When the political side is discussed--whether in its manifestation as a party (the Alternative for Germany) or a citizens' group (PEGIDA)--the cultural dimension is usually ignored. I describe and explore if certain clusters of reform periods relate to the Big Theory schools of administrative science. The results suggest that most administrative reforms took place in an institutionalist mindset that can be related to models such as path dependency and institutional isomorphism. Attempts to reform the German administrative body are seen to have hardly reached their desired results, nevertheless, especially reforms in the early decades were attributed valuable success by administrative scholars.

Book excerpt: The present study addresses the governance architecture of the much debated Open Method of Coordination (OMC) in the field of social inclusion and evaluates its implementation in France, Germany and at EU-level. Based on extensive variable-based empirical research, it assesses both the effectiveness and the legitimacy of the OMC and comes to unequivocal conclusions: Due to the resistance of member states and remaining differences in underlying ideas of social justice, anti-poverty policy could not be Europeanised through the OMC which unfolds as a very weak governance architecture. The general framework of negative integration remains unchallenged by this non-binding instrument which, to the contrary of its intention, rather forecloses the possibility of supranational learning. With regard to legitimacy, the OMC supports policy-making in closed, intransparent circles of very weakly or not democratically mandated representatives and therefore does little do decrease the democratic deficit of the EU - however one of its original ambitions.
