Unlike many countries, Bolivia succeeded. Over the past generation, public investment shifted dramatically toward primary services and resource distribution became far more equitable, partly due to the creation of new local governments. Many municipalities responded to decentralization with transparent, accountable government, yet others suffered ineptitude, corruption, or both. Why? Jean-Paul Faguet combines broad econometric data with deep qualitative evidence to investigate the social underpinnings of governance. He shows how the interaction of civic groups and business interests determines the quality of local decision making. In order to understand decentralization, Faguet argues, we must understand governance from the ground up. Drawing on his findings, he offers an evaluation of the potential benefits of decentralization and recommendations for structuring successful reform.

Over half of the population of Sub-Sahara Africa do not have access to improved sanitation facilities, and about a quarter are undernourished. If factors such as armed conflicts in the region, the impact of climate change, or the widespread presence of a broad range of infectious agents are considered, it shows a large number of Africans living in very fragile circumstances, highly vulnerable to any kind of shock or rapid change. Small, informal community groups deliver the majority of social protection services in Africa, but most of these are disqualified from official recognition, support or integration with state systems because they do not "fit" the modern management model of accountability. The studies in this book challenge that verdict. This book outlines insightful and valuable research generated by teams of established scholars. It is divided into nine studies exploring the governance of non-state actors in Ethiopia, Ghana, Kenya, Senegal, Tanzania and Uganda. It examines the numerous self-help groups and their effectiveness, and argues that if the modern management model is right – why do so many Africans avoid interacting with it? While they rarely make headlines, these crises, characterized by inequitable access to sufficient and clean water, affect over one billion people globally. What is less known, though, is that millions of these same global citizens are at the forefront of responding to the challenges of water privatization, climate change, deforestation, mega-hydraulic projects, and other threats to accessing water as a critical resource. In Transforming Rural Water Governance Sarah T. Romano explains the bottom-up development and political impact of community-based water and sanitation committees (CAPS) in Nicaragua. Romano traces the evolution of CAPS from rural resource management associations into a national political force through grassroots organizing and strategic alliances. Resource management and service provision is inherently political: charging residents fees for service, determining rules for household water shutoffs and reconnections, and negotiating access to water sources with local property owners constitute just a few of the highly political endeavors resource management associations like CAPS undertake as part of their day-to-day work in their communities. Yet, for decades in Nicaragua, this local work did not reflect political activism. In the mid-2000s CAPS’ collective push for social change propelled them onto a national stage and into new roles as they demanded recognition from the government. Romano argues that the transformation of Nicaragua’s CAPS into political actors is a promising example of the pursuit of sustainable and equitable water governance, particularly in Latin America. Transforming Rural Water Governance demonstrates that when activism informs public policy processes, the outcome is more inclusive governance and the potential for greater social and environmental justice.
