However, as vividly illustrated by Tushaar Shah, the orderly irrigation economy that saved millions of rural poor from droughts and famines is now a vast atomistic system of widely dispersed tube-wells that are drawing groundwater without permits or hindrances. Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. In systematic fashion, he investigates the forces behind the transformation of South Asian irrigation and considers its social, economic, and ecological impacts. He considers what is unique to South Asia and what is in common with other developing regions. He argues that, without effective governance, the resulting groundwater stress threatens the sustenance of the agrarian system and therefore the well being of the nearly one and a half billion people who live in South Asia. Yet, finding solutions is a formidable challenge. The way forward in the short run, Shah suggests, lies in indirect, adaptive strategies that change the conduct of water users. From antiquity until the 1960‘s, agricultural water management in South Asia was predominantly the affair of village communities and/or the state. Today, the region depends on irrigation from some 25 million individually owned groundwater wells. Book excerpt: The primary role of international public agricultural research is undoubtedly to address key social, environmental, and economic goals at the global level. Further, there is consensus that investment must be accelerated in research-based innovations focusing on sustainable food systems. And given the relatively weak situation of many national agricultural research systems in the global South, it is imperative to reach economies of scale in investments in international initiatives. It is not yet clear, however, how much additional investment is needed or how scarce resources should be allocated across priority research-for-development challenges. At the international level, growing consensus indicates that—in addition to increasing funding—far greater harmonization is needed in funding and executing research in order to more effectively tackle global agricultural research challenges. Growing opportunities for technology spillovers and research alliances to occur across national, regional, and international boundaries necessitates the ability to access new technological knowledge from a variety of sources. And since access to new technologies is closely related to the capacity to generate new technologies, the need to strengthen and harmonize national, regional, and global research systems becomes even more of a priority. Although the role, contributions, and impacts of the CGIAR have been analyzed by many authors, only a few have summarized the recent evolution of its financing. This note is intended to contribute to reflections on the CGIAR’s first 50 years, which it will celebrate in 2021, while also providing a useful reference for the current “One CGIAR” governance and management transformation.

Book excerpt: Governance of organizations is less studied than management, yet is a key determinant of strategic vision and direction, oversight and values. An organization’s Board selects, appoints and monitors Management with which it must maintain a productive interaction with both parties understanding their different roles. International research institutions funded by variable contributions from wealthy national governments and philanthropic bodies have specific governance requirements. Neither governmental nor UN-style bodies offer prescriptions for the expertise and complexity of such legally constituted specialist organizations. In the case of such organizations as the International Livestock Research Institute within the CGIAR association, governance has been shared across different persons, bodies and forces. The sharing of such critical responsibilities worked productively when trust was high and funding was approximately aligned to the influence of the sharing parties, but otherwise it risked anomalies of imbalance between authority and responsibilities that prejudiced impact. The book traces the governance systems of ILRI across five decades of international livestock research as a case study of historical interest that can inform future structures in the international research arena.

PIM findings and engagement contributed to Myanmar’s response to COVID-19, South Africa’s policies on resilience to climate change, Tunisia's policies for pastoral development, a reform of Nigeria’s national agricultural research system, Ghana’s fish seed and farm certification system, gender strategies for three agricultural value chains in Honduras, and genome editing guidelines for the agricultural sector in four African countries. PIM research informed policy documents of FAO, IFAD, One CGIAR, the UK Government, the World Bank and the World Food Programme. PIM tools enabled more equitable co-management of 76 protected areas in Peru and informed World Bank social protection projects. Books on food security in Bangladesh and Malawi, trade in Latin America, African agricultural value chains and gender were published. 42 PIM synthesis briefs and notes were issued, summarizing research results in key thematic areas. PIM contributed 181 journal articles, 8 journal issues (on demand driven seed systems, China’s response to COVID-19, agriculture and food security in China under COVID-19, food loss and waste, landscape restoration, multistakeholder fora in forestry and two issues on gender), 15 book chapters and about 500 non-peer-reviewed outputs. 16 PIM webinars were organized. PIM’s contributions to the United Nations Food Systems Summit covered agricultural extension, food system innovations and digital technologies, the future of small farms, the science-policy interface, the cost of ending hunger by 2030, food waste and loss, management of the commons and gender. Building on past PIM investments in economywide modeling tools and social accounting matrices, PIM teams continued to assess the impacts of COVID-19 and policy responses at country level. Lessons learned from PIM country-level analyses on COVID-19’s impacts on food systems, poverty and diets are summarized in a chapter of the IFPRI 2022 book “COVID19 and global food security: Two years later”. A paper in partnership with the CGIAR COVID19 Hub reviewed the literature on agri-food value chains for evidence of fractures and resilience in response to the pandemic. The results of coordinated studies on the impacts of COVID-19 on value chains in different countries were published. Several cross-CGIAR outputs initiated by PIM speak to the fulfillment of PIM’s convening role as an integrating program: the CGIAR Foresight Report and CGIAR foresight website; several outputs produced through the CGIAR Community of Excellence on Seed Systems Development, and the CGIAR book “Advancing gender equality through agricultural and environmental research: Past, present, and future” are examples. Other examples of PIM global public goods produced in 2021 are 27 innovations at various stages of uptake, a cross-cutting effort to distill PIM lessons on migration; new or updated social accounting matrices for 25 countries; and lessons and tools on stakeholder platforms for natural resource governance. Independent reviews assessed the effectiveness of PIM’s partnerships and the use by partners of PIM’s work on economywide modelling, agricultural insurance, tenure and governance, and the Ag-Incentives database.

CGIAR interest in tenure increased in the early 1990s when natural resource management was strengthened as a component of the CGIAR agenda and the Centers on forests, agroforestry, and water (CIFOR, ICRAF, and IWMI) entered the system. CAPRi began to operate as a systemwide research program on tenure and collective action in the mid-1990s, and became PIM Flagship 5 on governance of natural resources in 2011. From 2021, a renewed research agenda on tenure is essential for advancing the One CGIAR mission of “science and innovation that advance transformation of food, land and water systems in a climate crisis.”

Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Will change in the United States bring new opportunities for multilateral cooperation?"--

Book excerpt: Community seed banks first appeared towards the end of the 1980s, established with the support of international and national non-governmental organizations. This book is the first to provide a global review of their development and includes a wide range of case studies. Countries that pioneered various types of community seed banks include Bangladesh, Brazil, Ethiopia, India, Nepal, Nicaragua, the Philippines and Zimbabwe. In the North, a particular type of community seed bank emerged known as a seed-savers network. Such networks were first established in Australia, Canada, the UK and the USA before spreading to other countries. Over time, the number and diversity of seed banks has grown. In Nepal, for example, there are now more than 100 self-described community seed banks whose functions range from pure conservation to commercial seed production. In Brazil, community seed banks operate in various regions of the country. Surprisingly, despite 25 years of history and the rapid growth in number, organizational diversity and geographical coverage of community seed banks, recognition of their roles and contributions has remained scanty. The book reviews their history, evolution, experiences, successes and failures (and reasons why), challenges and prospects. It fills a significant gap in the literature on agricultural biodiversity and conservation, and their contribution to food sovereignty and security.
