Book excerpt: La thèse explique la configuration contemporaine du secteur industriel de production d’armements aux États-Unis en prenant appui sur la littérature de l’économie institutionnelle radicale. La première partie décrit la genèse et le développement du « complexe militaro-industriel » (CMI) en revisitant les analyses institutionnalistes héritières de Thorstein Veblen. La seconde partie propose une étude empirique de la R&D aux États-Unis et met en relief la militarisation du système national d’innovation américain. Elle analyse la restructuration du CMI opérée dans les années 1990 sous l’emprise de la finance, et questionne la surperformance exceptionnelle du secteur de l’armement sur les marchés financiers. La conclusion suggère que les « marchés » ont internalisé dans leur comportement l'inéluctabilité de nouvelles guerres visant à protéger le mode de production et de consommation américain. Toutefois, il convient de prendre aussi en compte les évolutions géopolitiques récentes qui semblent offrir à la discipline économique un potentiel académique renouvelé qui pourrait déboucher sur la construction d’un nouveau système assurant un développement et une paix durables.

Du fait de leur dimension, de l'étendue des matériels et services qu'elles englobent, les activités de production et de transfert des armements ont progressivement débordé aux Etats-Unis le cadre strictement militaire. Ce qui peut sembler être une décision d'ordre militaire est avant tout l'aboutissement d'une politique industrielle nationale ayant généré des pouvoirs spécifiques. L'état américain est dépendant du fonctionnement des grands groupes privés d'armements pour exécuter ses propres taches. La course aux armements dans laquelle sont engagés les U.S.A. a acquis un dynamisme propre dont le moteur se situe avant tout dans le domaine de la gestion et plus particulièrement dans les pouvoirs qu'elle génère. La puissance industrielle et les intérêts nationaux américains répondent à une dynamique interne de la conjonction des intérêts industriels et militaires. La création de nouvelles structures bureaucratiques et l'application de méthodes de gestion ont contribué au renforcement de cette dynamique. Aux U.S.A., le "jeu" de la production et du transfert des armements est structure par des règles définies par les différents acteurs politiques, économiques et sociaux. Les liens créés entre économie de défense et économie nationale conditionnent pour une grande part les équilibres actuels des cycles de production et de transfert des armements. L'analyse du pouvoir de gestion dans le processus d'acquisition des matériels d'armement et celle de la gestion des matériels d'armement permet de montrer que la systématisation des procédures et règles établies favorise l'interaction des pouvoirs de gestion industriels et militaires. Du fait de la symbiose créée entre pouvoirs de gestion industriels et militaires, l'industrie de défense des Etats-Unis évolue dans un contexte de guerre rendue nécessaire pour l'accomplissement des différents enjeux militaires internationaux des Etats-Unis qui l'entretiennent pour mieux en faire usage. L'expérience des Etats-Unis prouve à l'évidence l'importance fondamentale d'une bonne synergie de la gestion entre militaires et industriels et révèle son impact tant déterminant qu'inéluctable sur la réalisation des armements modernes.

Book excerpt: Military and defense-related procurement has been an important source of technology development across a broad spectrum of industries that account for an important share of United States industrial production. In this book, the author focuses on six general-purpose technologies: interchangeable parts and mass production; military and commercial aircraft; nuclear energy and electric power; computers and semiconductors; the INTERNET; and the space industries. In each of these industries, technology development would have occurred more slowly, and in some case much more slowly or not at all, in the absence of military and defense-related procurement. The book addresses three questions that have significant implications for the future growth of the United States economy. One is whether changes in the structure of the United States economy and of the defense-industrial base preclude military and defense-related procurement from playing the role in the development of advanced technology in the future, comparable to the role it has played in the past. A second question is whether public support for commercially oriented research and development will become an important source of new general-purpose technologies. A third and more disturbing question is whether a major war, or the threat of major war, will be necessary to mobilize the scientific, technical, and financial resources necessary to induce the development of new general-purpose technologies. When the history of United States technology development in the next half century is written, it will focus on incremental rather than revolutionary changes in both military and commercial technology. It will also be written within the context of slower productivity growth than of the relatively high rates that prevailed in the United States in the 1950s and 1960s or during the information technology bubble that began in the early 1990s. These will impose severe constraints on the capacity of the United States to sustain a global-class military posture and a position of leadership in the global economy.

This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests.
