En présentant les enjeux, cet ouvrage constitue un procès de l'expérience des apprentis, et étale les problèmes qui caractérisent cette gouvernance. Et enfin, il présente des stratégies à adopter pour sortir de labyrinthe.

Sinon, le mécanisme rouille et devient contre-productif. Tel a été longtemps le cas et semble l’être encore en République Démocratique du Congo où les méthodes et pratiques de gestion budgétaire sont aux antipodes de l’orthodoxie financière. C’est là une manifestation de la mal gouvernance qu’il faut combattre et endiguer par tous les moyens pour permettre à l’État d’améliorer la gouvernance économique et financière, seule voie devant permettre au pays de remplir ses missions et fonctions essentielles et retrouver sa place dans le concert des nations modernes.

It further identifies gaps in national laws and regulations that could be prioritised to make them compliant with international legal instruments.
