Book excerpt: The first across-the-table negotiation between Google and China concluded successfully in 2006, when Google received a license to establish a local domain (google.cn) targeted at Chinese Internet users and not subject to the 'Great Firewall.' During these negotiations both Google and the Chinese government struggled to reach an outcome that would be acceptable to their constituents. Google was caught between pleasing its shareholders and preserving its reputation for free access to information, while China was balancing the desire for cutting-edge search technology and the concern that liberal access to information would undermine its political-economic model. This case study discusses this topic.

Book excerpt: On January 25, 2006, the leading U.S. internet search engine Google, Inc. announced that it would be locating a new server inside China in order to provide Chinese citizens with their own portal, Google.cn. Locating the server inside China would allow for faster service than the Chinese version of the U.S. site was able to provide, and would give Google a greater chance at capturing China's estimated 111 million regular internet users. Locating the server in China also meant that the company had agreed to censor its search results in compliance with the laws of the Chinese government. The U.S. media and several human rights groups brought the issue to the publics attention, and Google's reputation and share price were severely damaged. The company now faces the challenge of rebuilding its reputation and balancing its idyllic corporate philosophy with the need to grow and capture market share.

Book excerpt: Though often described with foreboding buzzwords such as "The Great Firewall" and the "censorship regime," Internet regulation in China is rarely either obvious or straightforward. This was the inspiration for China specialist Jason Q. Ng to write an innovative computer script that would make it possible to deduce just which terms are suppressed on China's most important social media site, Sina Weibo. The remarkable and groundbreaking result is Blocked on Weibo, which began as a highly praised blog and has been expanded here to list over 150 forbidden keywords, as well as offer possible explanations why the Chinese government would find these terms sensitive. As Ng explains, Weibo (roughly the equivalent of Twitter), with over 500 million registered accounts, censors hundreds of words and phrases, ranging from fairly obvious terms, including "tank" (a reference to the "Tank Man" who stared down the Chinese army in Tiananmen Square) and the names of top government officials (if they can't be found online, they can't be criticized), to deeply obscure references, including "hairy bacon" (a coded insult referring to Mao's embalmed body). With dozens of phrases that could get a Chinese Internet user invited to the local police station "for a cup of tea" (a euphemism for being detained by the authorities), Blocked on Weibo offers an invaluable guide to sensitive topics in modern-day China as well as a fascinating tour of recent Chinese history.

Chinese bloggers, who have strongly embraced consumerism and tend to be apathetic about politics, have nonetheless demonstrated political passion over issues such as the Western media's negative coverage of China. In this book, Jiang focuses upon this passion - Chinese bloggers' angry reactions to the Western media's coverage of censorship issues in current China - in order to examine China's current potential for political reform. A central focus of this book, then, is the specific issue of censorship and how to interpret the Chinese characteristics of it as a mechanism currently used to maintain state control. While Cyber-Nationalism in China examines fundamental questions surrounding the political implications of the Internet in China, it avoids simply predicting that the Internet does or does not lead to democratization. Applying a theoretical approach based on the Foucauldian notion of governmentality, the book builds on current scholarship that has attempted to move beyond examining the dynamics of the socio-cultural and -political use of new media technologies. Instead, this book's more intricate theoretical approach does not only accommodate the kind of liberal (apolitical or political) use observed on the Internet in China, but indicates that desires for political change, such as they are, are implicitly embedded in the relationship between China's online communities and state apparatus - noting, however, that the latter claims total governance over the Internet in the name of the people.
