Book excerpt: The objective of this study is to identify good staff scheduling and rostering practices in the transport sector and make practical recommendations on how rostering systems can be improved. This study was carried out during the COVID-19 pandemic. While it acknowledges the overall impact of this, it does not specifically focus on how this affected rosters and staff scheduling. The methodology for the study includes literature review, stakeholder interviews and surveys of social partners, companies and workers. The study developed a typology of different sources of staff scheduling and rostering practice consisting of four types: based on social dialogue, collective agreements and co-determination; driven by collective agreements at a range of levels; state-centred with influence of collective agreements; and with little influence of collective bargaining but some company-level worker representation and participation. Within this framework, the study collected 41 current practices and clustered them according to specific type of practice. Following the critical appraisal of these practices, eight systems were selected as good practices, based on their sustainability, scalability and transferability. On the basis of the lessons learnt from these practices, the study then makes a number of practical recommendations to the European Commission, the EU-level social partners, national governments, national social partners, employers and employers' organisations and workers and workers' representatives on how to improve current arrangements in order to benefit companies and improve the work-life balance of workers.

Since the ?rst conference in Edinburgh in 1995, the range of timetabling applications at the conferences has become broader and more diverse. In the s- ected papers volume from the 1995 conference, there were just two contributions (out of 22) which did not speci?cally address school and university timetabling. In the selected papers volume from the 1997 conference in Toronto, the number of papers which tackled non-educational problems increased. Two of the papers addressed more than one timetabling application. In both of these papers, educational applications were considered in addition to other applications. A further three papers were concerned with non-educational applications. The conference steering and programme committees have worked hard to attract a wide range of timetabling applications. In the conference held in Konstanz in 2000, the diversi?cation of timetabling problems increased signi?cantly. Of the 21 selected papers in the postconference volume, just 13 were speci?cally concerned with educational timetabling. In the previous volumes, the papers had been sectioned according to solution technique. In the Konstanz volume the papers were classi?ed according to application domains. One section of the volume was entitled “Employee Timetabling,” while sports timetabling, air?eet scheduling, and general software architectures for timetabling were also represented. In the present volume, more than one-third of the 21 papers discuss problems in application areas other than academic and educational ones. Sports timetabling and hospital timetabling are particularly well represented.

Book excerpt: The main purpose of this research is to determine the issues that INDOT faces with respect to schedule review/monitoring and determine the best practices by other DOTs in order to suggest improvements to INDOTs practices. Two questionnaire surveys and six interviews were conducted to gather this information. The two questionnaires were divided into four areas: (1) scheduling specifications, (2) enforcing issues, (3) field personnel skill set and understanding of the specs and scheduling methods/commercial software, and (4) ideas for scheduling technologies/tools/software. Results from these questionnaires were used to target five DOTs that showed good practices as well INDOT to gather more details about the common scheduling issues and their response to them.Outcome of this research will (1) document current INDOT practices and challenges on tracking the projects in the field; (2) Identify scheduling methods and software packages used by other DOTs that would satisfy INDOT's project control needs (3) provide guidelines to make the tracking and analysis of scheduled milestones more effective and easy to implement for the field personnel.According to the first survey that was distributed among INDOT personnel, some of the main issues they face include lack of contractor compliance in submitting schedules and following the scheduling specifications. Another issue is INDOT personnel's lack of training and experience using the scheduling techniques.The second survey was distributed to all DOTs with thirty-five responses received. In order to enforce contractor compliance, DOTs have delayed and withheld payments. DOTs also train their employees in scheduling techniques to help them review contractors' submittals. They also meet with the contractor before construction starts and discuss the schedule requirements to ensure that both parties are on the same page.In conclusion, the research found many suggestions that could be implemented by INDOT in order to revise/update their specifications and practices, increase contractor compliance and to simplify their scheduling and review processes.

Book excerpt: This volume consists of papers presented at the Fifth International Workshop on Computer Aided Scheduling of Public Transport, which was held in Montreal from August 19th to the 23rd, 1990. Since the first Workshop in Chicago in 1975 the field had matured considerably. In 1975, there were no presentations that described systems which had been implemented and used on a regular basis. By 1980, in Leeds, and certainly by 1983, in Montreal, several systems were in regular use. They were based on both heuristics and mathematical programming techniques. In 1990, there were more than one hundred transit companies using computer-aided scheduling tools in their regular operations. The scope of the Workshop was broadened in 1987, in Hamburg, so that topics related to scheduling may be introduced. We find, for example, in this book several papers on the technology related to the collection of data and/or the data bases required for scheduling and planning activities.

Book excerpt: This volume consists of papers presented at the Fourth International Workshop on Computer-Aided Scheduling of Public Transport, which was held in Hamburg from 28th to 31st July 1987. The first of this series of Workshops was held in Chicago in 1975. Papers presented then tended to look forward to what might be done in the future application of computers to problems in transit scheduling. No presentations described systems which had been implemented and were being used on a regular basis, although a few papers discussed apparently successful once-off applications in both bus scheduling and bus crew scheduling (or run-cutting). However, within a few months of the end of that first workshop some systems had been implemented, both in Europe and in North America. By the time of the second Workshop, in Leeds in 1980, several systems were in regular use. Most of the crew scheduling implementations were based on heuristic methods (e.g., RUCUS), although mathematically based methods were being used in Quebec City and in Hamburg, and several papers described further mathematical methods in the course of development. A wide variety of bus scheduling approaches was reported, many of them being in regular use.
