Book excerpt: These guidelines illustrate recommendations for good practices on data collection in Eastern European inland fisheries, and in particular the Western Balkan region, based on the methodologies and approaches used in countries throughout Europe and from FAO experience of inland fisheries in other regions. They provide guidance on the options available to inland fishery managers based on particular circumstances i.e. commercial fishing or recreational use, and they are especially relevant for assisting the economies-in transition in Europe, Caucasus and Central Asia. These guidelines are not an overarching work on inland fisheries management, nor do they provide advice on the environmental aspects or competing uses of inland water bodies. They focus on issues of data collection to support fishery managers whether they be government agencies, fishers or angler associations co-responsible for the management of inland resources in European rivers and lakes.

Book excerpt: This book provides a detailed evaluation of the hydro-ecological characteristics of the Western Balkans, an area characterized by still preserved inland waters and fish resources important for the European continent, as well as the biodiversity of inland waters important for the planet Earth. Freshwater ecosystems cover only 1% of the Earth's surface; however, they are a habitat for about 40% of fish species. At the same time, inland fisheries make less than 12% of the world's global fish catch, with 43% coming from low-income and food-deficient countries (Africa, South America, Southeast Asia). In Europe, the Western Balkans have significant fishing waters and fish resources, including the Middle Danube drainage (Sava, Drina, Velika Morava river systems), large ancient lakes (Skadar/Shkodra, Ohrid, Prespa, Dojran), and the Adriatic basin characterized by endemic and commercially important species. However, in contrast to the high fishing potential in a significant part of the Western Balkans, diverse and specific political, economic, and social factors largely had a negative impact on the state of fish resources. This volume is multidisciplinary and provides a sound knowledge base for scientific and practical fisheries. In addition, it may be a valuable guide for managers and conservationists worldwide to adapt methods and procedures for the ecological sustainability of fish resources under specific local, natural, and socio-economic conditions. Finally, the content is a good reference for natural sciences and agriculture students studying fish, fish resources, and fisheries sciences. It would improve their knowledge and perspectives on the challenges of sustainable use and conservation of inland water resources.

Book excerpt: "The purpose of this manual is to provide fishery observers, and in general fishery data collectors, with a detailed description of the procedures required to collect biological data from the most important fishery groups that can be encountered while at sea. It is intended as a complement to the standard observer manuals issued by States and/or Regional Fisheries Management Organizations and Arrangements (RFMO/As) and takes into account the additional requirements regarding vulnerable marine ecosystems (VMEs) included in the FAO International Guidelines for the Management of Deep-sea Fisheries in the High Seas. The Guidelines provide states and RFMO/As with management guidance ranging from an appropriate regulatory framework to the components of a good data collection programme, and towards a sustainable use of marine living resources exploited by deep-sea fisheries as well as the protection of the affected habitats. States and RFMO/As are asked to develop and implement data collection programmes that include the deployment of on–board fishery observers. These are often faced with the difficult task of having to identify not only target species, but also non–target species, including vulnerable ones such as cold water corals, sponges and cartilaginous fishes. The identification of the latter species can be problematic due to a scarce knowledge regarding their occurrence and distribution for many regions and a lack of identification guides specifically designed for use by non–experts at sea. This tool enables non-specialists to collect samples and take proper photographs, which can be then examined by taxonomic experts on shore and potentially improve the taxonomic resolution of the species in the catch. This manual was prepared under the “FAO Deep–sea Fisheries Programme” with the support of the Governments of Japan and Norway through the projects “Fisheries management and marine conservation within a changing ecosystem context” and “Support to the implementation of the International Guidelines on the Management of Deep-Sea Fisheries in the High Seas”."--Publisher's description.

Book excerpt: Congress has promoted fisheries science for over a century and its involvement in fisheries management took a great leap forward with passage of the Fisheries Conservation and Management Act of 1976. In the past decade, Congress has requested advice from the National Research Council (NRC) on both national issues (e.g., individual fishing quotas and community development quotas) and the assessments related to specific fisheries (Northeast groundfish). This report was produced, in part, in response to another congressional request, this time related to the assessments of the summer flounder stocks along the East Coast of the United States. Following the initial request, the NRC, National Marine Fisheries Service (NMFS), and congressional staff agreed to broaden the study into a more comprehensive review of marine fisheries data collection, management, and use.

Book excerpt: Marine recreational fishing is a popular activity enjoyed by more than 9 million Americans annually and is a driver of the American ocean-or blue-economy. To ensure that fish populations are not overexploited, the NOAA Fisheries' Marine Recreational Information Program (MRIP) monitors recreational catch through a variety of in-person, telephone, mail-in, and other surveys. NOAA Fisheries' management of recreational catch also must take into account annual catch limits (ACLs) established to prevent overfishing for all managed species in federal waters. While MRIP has worked to improve recreational catch surveys over the past decade, the surveys were never designed to meet the demands of in-season management of ACLs. In some cases, estimates of harvest have triggered accountability measures such as early season closures and reductions in future recreational ACLs, which have been a source of contention with the recreational fishing community. This report presents approaches for optimizing MRIP data and complementary data for in-season management and considers alternatives for managing recreational fisheries with ACLs to better serve both social and economic management objectives.

Book excerpt: This report presents the results of a Round-table discussion: moving forward through lessons learned on response actions to aquatic animal disease emergencies organized by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Norwegian Agency for Development Cooperation (NORAD) under the auspices of the project GCP/GLO/979/NOR: “Improving Biosecurity Governance and Legal Framework for Efficient and Sustainable Aquaculture Production” that was held from 16–18 December 2019 at the FAO Headquarters in Rome, Italy. The meeting was attended by 43 experts from 22 countries, representing governance authorities, intergovernmental organizations, academia, research institutions and the private sector. Twenty presentations were delivered, namely: (1) National Competent Authority: role and experiences; (2) Inter-governmental organization: role and activities/experiences related to investigating specific mass mortalities of aquatic animals; (3) Producer and research/academic sectors: role and activities/experiences related to investigating specific mass mortalities of aquatic animalsand (4) Global Burden of Animal Diseases (GBAD). The meeting successfully achieved its objective of taking stock and sharing experiences and lessons learned which were used for generating recommendations for the further development and improvement of the draft FAO Decision-tree for dealing with aquatic animal mortality events and supporting guidance. The meeting generated an annotated table of contents for this decision-tree document with the following major sections, namely: Introduction; Phases in an Emergency; Elements of an Emergency Response (Preparedness Phase, Response Phase, Recovery Phase); Decision-tree for Mass Mortality Events; Conducting Field Investigation; Tools and Guidance; and Case Study Examples. It is expected that this document will be made available in 2021.
