Numerous narratives link diasporas and conflicts: diasporas are seen alternatively as peace wreckers or peace makers, as products of forced migration related to conflicts, or as targets of securitization policies. “Transported conflicts” occurring within and between diasporas in their countries of residence, however, remain relatively underexplored, tend to be misunderstood, and often associated with “criminal” or “terrorist” activities. The chapters in this volume draw our attention to various interconnected temporalities explaining patterns of conflict transportation, such as the temps long of diasporic mobilisation, the here and now of what is happening in both host and home countries, and micro-temporalities and diasporans’ life trajectories. Finally, the contributions demonstrate that patterns, shapes and even occurrence of conflict transportation vary according to scale and space. Highly politicized forms of confrontation are not necessarily representative of everyday interactions between diaspora groups, which can entail discrete but tangible forms of cooperation and even solidarity. This edited volume calls for nuancing our approach to the links between diasporas and conflicts, to avoid falling into the essentialisation trap. Book excerpt: Since the end of the Cold War, mounting tensions related to national minorities have increased international efforts to contain and to solve these inter-ethnic disputes. While much has been written about the efforts of international organizations, such as the United Nations, the Council of Europe and the OSCE, in this respect, much less attention has been paid to the advances in minority issues made on a bilateral level. Many former socialist states have concluded bilateral treaties to improve their relations, and these treaties often include clauses relating to mutual national minorities. Against this background, and at the request of the High Commissioner on National Minorities, the Foundation on Interethnic Relations in The Hague convened two meetings of legal experts to discuss the relevance of bilateral treaties for the settlement of inter-ethnic disputes. These meetings form the basis of the current publication, which includes an analysis and a collection of case studies. The case studies center around Poland, Hungary and Russia and offer a comprehensive survey of the network of bilateral treaties and the role of minority rights within these instruments. The book also contains the English translation of the main parts of the relevant bilateral agreements that are ordinarily difficult to access for scientific research. This book will therefore serve as an important instrument for anyone involved in the study of inter-ethnic conflict and minority rights.

Book excerpt: This book pursues a dual objective: on the one hand, it focuses on the actual and potential roles of civil society in developing new forms of political, economic, and socio-cultural cooperation between the European Union and its neighbours. On the other hand, through this investigation of civil society networks we will contribute to debate on the EU’s role as promoter of greater regional co-operation. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco.
