Book excerpt: The World Bank observed that the ability of any country to consistently improve its performance in terms of economic growth and development would need to be dependent on good governance. The Bank identifies six main indicators to measure good governance. They are voice and accountability, political stability, government effectiveness, regulatory quality, rule of law, and control of corruption. In the same vein, a developmental state that integrates these good governance indicators is expected to achieve success. This study looks at the socio-political factors that have led to Nigeria's growth tragedy from independence from the British in 1960. Ethnolinguistic diversity is observed to have led the country into a neopatrimonial state where all the good governance indicators are grossly disrespected and finds that ethnic groups only fight to control resources and power rather than national interest. This research adopts an empirical approach by comparing the economic performance of Nigeria with that of India using the World Bank development indicators and further identifies the relationship between governance indicators and development indicators. The observation or experience shows that even though India and Nigeria are both low income counties, the former's good performance in the governance indicators reflected a consistent and increasing improvement in her overall development indicators such as current Gross Domestic Product (GDP), GDP annual growth, Gross National Income (GNI) per capita, current GNI, Gross capital formation (% of GDP) among others. On the other hand, Nigeria's very poor and erratic governance performance over the years also reflected negatively on her development indicators except the good management of the country's short-term debt outstanding.

Driven by case studies that developmental deficiencies in the developing Countries are due to the crisis of governance (seeKhan, 2002); As a result of this, good governance and democracy became a very comparative and embracing ideal admired by most Countries in the World, and has grown rapidly to become a major concern in analysis of what is missing in Countries struggling for economic and political developmentthe developing Countries (Nigeria). Although issues concerning governance failure and corruption vary within Country to Country; nevertheless, researchers have adopted the concept (Good Governance) as a means of enhancing development and exploring institutional failures (seeGrindle, 2010). The issue of good governance is now a major concern, and without good governance, arguably, the developing Countries (Nigeria) have little or no chance to progress. The two words again-democracy and governanceare interwoven in the framework that is the mechanism of political dialogue across the globe. In theory, this book will examine the relationship between democracy and good governance, by critically analyzing the concepts. This book is divided into two sectionsThe first section of this book will attempt to pin down these concepts: democracy and good governance to their manifestations on ground, using Nigeria as a case study. It will be argued in this paper, that there is no doubt that the transition from military to democratic government in 1999, marked a new beginning of democratic governance in Nigeria. However, Nigerias democracy has remained unstable since the Country returned to democratic form of governance. The political terrain and governing procedures has been characterized by corruption. This first section will argue that corruption has undermined democracy and have had grave implications for good (democratic) governance in Nigeria. In comparison with theoretical arguments, this paper will argue that the Nigerias practical scenario ironically portray the theory, due to the menace of corruption. In summary, this section will focus on corruption as a means of exclusion (deficit), and as a stumbling block in the development of Nigerias good (democratic) governance from a nominal to a practical one, and further conclude that the vast discrepancy between Nigerias nominal democracy and corrupt governance practices show that it is much easier to talk the talk, than it is to walk the walk. That is to say, good governance is easier to deliberate in theory, than to effect in practice, looking at the case of Nigeria. Nevertheless, with the few steps that have been taken in the last decade or so of democracy, and the unending and continuous efforts put forward by the present administration, one can expect further improvement in the years to come. The essays brought together in the second section of this book represent a selection of my further contribution to the continuing discussion about the position of public policy and governance in todays world. It tackles issues concerning public administration, public policypolicy implementation, and governance around the globe.

But this is impossible without investing in human capital (education and health), fixing the existing dilapidated infrastructure and institutions and acquiring technological capability that drive the economy. The power of productivity of the Nigerian economy cannot rise above the quality of its leadership, governance and graduates. Today Nigeria's young democracy is in a state of uncertainty because of ineffective leadership and governance as well as lack of accountability. Since all the essential factors are missing in Nigeria's scheme of affairs, its economy as well as the democracy transition will continue to choke and stagnate. There are myriad ways to reform the Nigerian educational system, improve its quality of graduates and the state of the economy. But closing the nation's higher institutions for five months on the pretext that there is no money to meet teachers demands is not a way to improve the state of education and its weak economy. The trouble with Nigeria's democracy is that the people do not get the type of government they want. For instance, praying to God only, as President Goodluck Jonathan often does, to rescue the nation from its challenges is not by any means a strategy to solve Nigeria's socioeconomic and political problems. His administration needs to adopt a long-term strategy for creating a learning culture to improve the state of education and the security situation so as to tackle its development challenges. This includes motivating the teachers, treating them as professional they really are, and providing them with the tools to effectively educate the youths. Like the Nigerian economy without functional infrastructure and institutions, the leaders cannot strip the teachers of the tools they need to perform their duties and expect them to perform miracles. New challenges require new paradigms. The political leaders should adopt new, effective and innovative methods to meet the needs of the economy, the rapidly growing population and the ethno-religious and politically dynamic society. This book posits that without a paradigm shift in values, beliefs and thinking on ways to reform the Nigerian educational system, as well as to invest in the commanding heights of the economy, its educational system and the economy would remain prostrate with its attendant catalogue of human misery.

Good governance' is recognized as a complex and multidimensional concept that incorporates a guiding philosophy or set of operating principles, a preferred process or way that people interact with each other, and a desired situation or outcome. The partnership between government, civil society and science offers useful insights into the attributes of good governance and the way that this underpins and facilitates prudent resource management. The success of governance in any organized political system is determined by the quality and quantity of change brought about by such governance, which means that the development of any organized political system is determined by the quality of leadership in government. This paper therefore posits that good governance is a sine qua non of development, and can therefore be the pivot and the vitally needed catalyst for sustainable development in our country.

The ideals of those concepts however seem to have been continually and continuously been flouted by most African states. Some scholars have argued that the ideal of good governance has continued to elude most states of African descent because of the twin problems of endemic corruption and basic departure from the rule of law and constitutionalism. Thus African states have been accused of having "constitutions without the spirit of constitutionalism", of having laws without respect for the rule of law and of "creating poverty out of God given wealth" due to lack of good governance. In the last one decade and a half there has been a growing consciousness for the enthronement of these ideals as they have been recognized as the necessary pre-requisites for the attainment of an overall human and capital development and growth of a nation-ideals which are much more needed in developing nations. Through the instrumentality of the African Union (AU) certain laws and initiatives have been put in place such as the AU Charter on Democracy, Elections and Good Governance (giving set guidelines for the conduct of elections) and the African Peer Review Mechanism (APRM) initiative of New Partnership for African Development (NEPAD) designed to monitor governments of African states in all the realms of their governance activities (the executive, legislative and judiciary). In the West African sub region there is the Economic Communities of West African States (ECOWAS) Protocol on Democracy and Good Governance geared towards the same goal. These have been acclaimed as good steps in the right direction of achieving good governance in the African continent and the West African sub region respectively. Nigeria is an African nation and in particular, a member of ECOWAS. This paper examines the tripartite concepts of constitutionalism, rule of law and good governance in Africa taking Nigeria as the case study. It argues that there is a link between these three concepts as they will continue to be the indices by which the Nigerian nation will be measured in terms of their development not only in terms of economic or capital growth but also in the areas of human development and political well-being. The paper argues that although the current efforts of the Nigerian government towards the eradication of endemic corruption (stemming from lack of respect for the rule of law) and the establishment of machineries for good governance are efforts geared towards achieving sustainable development in the country; the activities of certain government agencies in Nigeria belie the goal. Taking a few case studies from the Nigerian experience, it posits that the continuing lack of respect for the rule of law and constitutionalism in Nigeria are the greatest impediments to the attainment of sustainable development in Nigeria. The paper therefore makes some suggestions for policy implications towards the achievement of the overarching goal of sustainable development in Nigeria.

Whilst the structure and process of government is crucial, it is not the sole determinant of what is considered to be good governance. Other factors that impact include the political culture in which subsidiary features such as corruption and civic activism influence the quality of federal governance.Federalism has largely failed to engender political stability and socio-economic development in Nigeria. This research examines the major shortcomings in its implementation and a detailed analysis of such factors may help in laying the foundation for improvements in the system.
