One can not weigu much weight to Mr. Frewen, when he declares that capital is spent rather than accumulated in the United States, because of the heavy taxation 1 (p. Dr. Soetbeer, Materialien, p. 81, reminds us that both Huskisson and Jacob attributed the depression which prevailed in Europe after 1815 to a scarcity of the precious metals. He also mentions an interesting book by J. Helferich, published in 1843, which combated the Quantitats-theorie, and explained that credit can separate the function of a medium of exchange from that of a measure of value, and can serve as the former without affecting the latter. Most German bimetallists (excepting Dr. Arendt) agree with Messrs. Gifien and Goschen in attributing the fall in prices and the depression of trade to the scarcity of gold. But, on the other hand, Bourne, Journal of Statistical Society, June, 1879, p. 417, who denies the scarcity of gold, claims, with Mul hall, that the quantity of gold has no relation to prices. Carey Before the Congressional Committee for Ascertaining the Causes of Recent Changes in the Prices of Precious Metals Following out the ideas that had been thus presented we find the Secretary, in his annual report a few weeks later in date, urging upon Congress the necessity for contraction; for making our bonds payable in coin with a view to render them more acceptable in foreign markets; and for passage of an act providing for pay ment, necessarily in coin, of principal and interest of the public debt to the annual extent of thereby enforcing the maintenance of a system of internal taxation of the most oppressive kind, and this at a moment when, under his threat of contraction, confidence had almost disappeared. Studying all this, Mr. Chair man, your Committee can scarcely fail to arrive at the conclusion that the Secretary's road toward reduction in the price of gold was to be found in steadily increasing the demand therefor; that, too, at a time when the total supply had already so declined that the average of the five years last past had been forty per cent. Less than it had been a dozen years before. Failing altogether to see that such a course of policy must result in ruin of the producing classes, the rich being thus made richer as the poor were made poorer, we find Congress, Obedient to the Secretary's commands, granting power to contract the legal tender circulation to the extent of in the first half year, and thereafter at that of per month; thus contributing its share toward that destruction of faith in the future which had been so well commenced by the Secretary himself in his Fort Wayne declaration of war upon unfortunate debtors issued some months before. When this paper money has thus gotten into the Treasury, sec tion 2 of the Senate substitute makes it the duty of the Secretary to use it in the following manner: First, to exchange it for any gold coin in the general fund of the Treasury; secondly, to ex change it for any gold which individuals may offer at the Treas ury for that purpose, and third, to purchase gold with it in the Open market at such rate of discount as may then prevail in the market. Now, since individuals may. Under both measures pre sent their gold at the Treasury and obtain gold certificates for it, it is certain they would not part with their gold for a less satis factory form of paper money. The only way, then, which this act leaves by which we may get the pa er money in circulation again is to go into the open market an purchase gold with it. This would immediately place gold at a premium, and no Administra tion would either wish to do that or would dare to do it if it had the inclination.
