Book excerpt: We derive nonparametric sharp bounds on average treatment effects with an instrumental variable (IV) and use them to evaluate the effectiveness of the Job Corps training program for disadvantaged youth. We focus on the population average treatment effect (ATE) and the average treatment effect on the treated (ATT), which are parameters not point identified with an IV under heterogeneous treatment effects. The main assumptions employed to bound the ATE and ATT are monotonicity in the treatment of the average outcomes of specified subpopulations, and mean dominance assumptions across the potential outcomes of these subpopulations. Importantly, the direction of the mean dominance assumptions can be informed from data, and some of our bounds do not require an outcome with bounded support. We employ these bounds to assess the effectiveness of Job Corps using data from a randomized social experiment with non-compliance (a common feature of social experiments). Our empirical results indicate that the effect of Job Corps on eligible applicants (the target population) four years after randomization is to increase weekly earnings and employment by at least $ 24:61 and 4:3 percentage points, respectively, and to decrease yearly dependence on public welfare benefits by at least $ 84:29. Furthermore, the effect of Job Corps on participants (the treated population) is to increase weekly earnings by between $ 28:67 and $ 43:47, increase employment by between 4:9 and 9:3 percentage points, and decrease public benefits received by between $ 108:72 and $ 140:29. Finally, some of our results point to positive average effects of Job Corps on the labor market outcomes of those individuals who decide not to enroll in Job Corps regardless of their treatment assignment (the so-called never takers), suggesting that these individuals would benefit from participating in Job Corps.

The critical factors, they show, are the government policies and large-scale firms that drive skills, speed, and scale. R&D in Taiwan was usually undertaken in conjunction with government labs, which prepared the way for local production of the next hot, mature product. Speed in ramping up at the firm level depended on project execution capabilities and access to capital. Scale proved to be an absolute entry requirement in modern service sectors, and was crucial to win subcontracts from leading foreign firms and to secure key components from world-class suppliers in the electronics industry. The authors challenge current orthodoxy along two lines. First, they argue that government played an important role through interventions that went beyond the market model and overcame the limitations of networking. Interventions possibly promoted mature high-tech even more than mid-tech. Second, the entrepreneurs in Taiwan were nationally owned large-scale firms rather than multinational companies.

Book excerpt: Embracing a wide range of research, this book offers various views on the intellectual history of Maya archaeology and ethnohistory and the processes operating in the rise and fall of Maya civilization. The fourteen studies were selected from those presented at the Second Cambridge Symposium on Recent Research in Mesoamerican Archaeology and are presented in three major sections. The first of these deals with the application of theory, both anthropological and historical, to the great civilization of the Classic Maya, which flourished in the Yucatan, Guatemala, and Belize during the first millennium A.D. The structural remains of the Classic Period have impressed travelers and archaeologists for over a century, and aspects of the development and decline of this strange and brilliant tropical forest culture are examined here in the light of archaeological research. The second section presents the results of field research ranging from the Highlands of Mexico east to Honduras and north into the Lowland heart of Maya civilization, and iconographic study of excavated material. The third section covers the ethnohistoric approach to archaeology, the conjunction of material and documentary evidence. Early European documents are used to illuminate historic Maya culture.
