Book excerpt: "In a world that has become increasingly interconnected over the past decades - economically, politically, socially, and culturally - new challenges are posed to development. Since the 1980s, development has increasingly become interpreted in terms of increasing integration into the world economy. Export-oriented manufacturing became widely viewed as the surest recipe for realizing economic growth while reducing income inequality, and the role of foreign direct investments became increasingly important in development strategies worldwide. However, not every region, industry and social group managed to become successfully integrated into the world economy. In order to explain why these processes of economic restructuring have had such a differential impact, this study situates developments within a wider historical social and political context to establish how these processes of globalization are mediated at the regional and local level. The main object of study concerns the drastic socioeconomic transformation that has taken place in the state of Coahuila - situated in the northeast of Mexico, bordering the United States - over the past three decades. In particular since the start of NAFTA in 1994, Coahuila has become one of Mexico's most successful export-oriented manufacturing states, most importantly as a result of the large number of foreign direct investments it received. However, the effects of these developments have been unevenly distributed among its sub-regions, while questions must also be raised about its ability to contribute to sustained, long-term growth with equity. Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Book excerpt: Riobamba and Cuenca, two intermediate cities in Ecuador, have become part of global networks through transnational migration, incoming remittances, tourism, and global economic connections. Their landscape is changing in several significant ways, a reflection of the social and urban transformations occurring in contemporary Ecuadorian society. Exploring the discourses and actions of two contrasting population groups, rarely studied in tandem, within these cities--popular-settlement residents and professionals in the planning and construction sector--this study analyzes how each is involved in house designs and neighborhood consolidation. Ideas, ambitions, and power relations come into play at every stage of the production and use of urban space, and as a result individual decisions about both house designs and the urban layout influence the development of the urban fabric. Knowledge about intermediate cities is crucial in order to understand current trends in the predominantly urban societies of Latin America, and this study is an example of needed interdisciplinary scholarship that contributes to the fields of urban studies, urban anthropology, sociology, and architecture.

Nevertheless, regional economic disparities still persist in Spain almost twenty years after it entered the Community, despite significant European allocation of funds to remedy underdevelopment. How did the policies of the European Union impact Spain? What lessons can new EU members learn from Spain's experience within the European Union? Using rich empirical evidence and an innovative comparative analysis, this book examines the regional experiences of Galicia and the Valencian Community in Spain. The political dynamics and persistence of clientelism, which affect policymaking and policy implementation within each region, are particularly considered. These cases provide new insight to explain why regional economic differences persist in Spain despite efforts to alleviate them. Historically grounded and detailed, this study analyzes the process of accession and the ignored long-term ramifications of accession negotiations and treaties, it focuses on the often-overlooked contradiction between European regulations and regional development policies, and questions whether EU membership has been as beneficial as policymakers thought it would be.
