A su vez, la Unión Europea se plantea el papel a jugar por las regiones y ciudades en el marco de reorganización de las instituciones europeas y potencia redes de cooperación entre ciudades para que compartan experiencias y generen un proceso permanente de aprendizaje compartido. En lo que respecta a la otra orilla del Atlántico, la fuerte crisis latinoamericana invita a los países afectados a dotarse de administraciones públicas modernas que superen el mal endémico de la corrupción y de la ineficacia. El seminario sobre gestión pública loca, que desde el año 1996 organizan cada año de forma conjunta la Escuela Universitaria Jovellanos y el Ayuntamiento de Gijón con la colaboración del Gobierno del Principado de Asturais y la Asociación de Diplomados en Gestión y Administración Pública (ADIGAP), trató en su novena edición todos estos temas. Una reflexión sobre la realidad actual y el futuro del gobierno y la gestión local en España, en Europa y en América que conjuga la perspectiva política y técnica. Las conferencias, coloquios y talleres habidos en este seminario, que se celebró en abril del año 2003 bajo el título Gobierno y gestión de las ciudades: una visión desde las dos orillas del Atlántico, fueron las siguientes: "El gobierno y la gestión de las ciudades. El papel de las redes de ciudaddes" (Mario Escárcega y Marie-Ange Orihuela), "El papel de las nuevas tecnologías en el gobierno y la gestión de las ciudades" (Ramón Solé Villanova), "El papel de las ciudades y los gobiernos locales en un mundo globalizado" (Montserrat Muñoz de Diego, Francisco Javier león de la Riva, Edmon Hervé, Daniel Chasquetti y Paz Fernández Felgueroso), "Integración de servicios en la Administración Local" (Gonzalo Abascal), "Local y global. La homgeneización del mundo" (Vicento Verdú), "El papel de las ciudades y sus gobiernos en el mundo globalizado. Las redes de ciudades" (Jesús Turbidi, Jordi Gómez, Daniel Chasquetti, Marie-Ange Orihuela, Fermín Rodríguez y Eduard Conti), "Financiación de las entidades locales. Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems.
