Los desafíos y oportunidades a abordar incluyen fortalecer la confianza entre actores, su coordinación efectiva, y la prevención / resolución de conflictos; fortalecer la institucionalidad pública y privada competente; mejorar la planificación del territorio, resguardando el suelo de uso agrícola y regulando de la expansión de riego; reglamentar el uso eficiente del agua y promover la eficiencia de riego, cultivos con menos demanda de agua y el reúso de aguas; generar nueva información, compartirla, integrarla y modernizar su gestión para la toma de decisiones; mitigar la reducción de la pequeña agricultura; salvaguardar la inocuidad del agua en zonas rurales; adaptar la ganadería a la capacidad de carga de los territorios y las condiciones de sequía; actualizar los instrumentos de fomento para la adaptación al cambio climático; mejorar la eficiencia hídrica en territorios agropecuarios; regular la expansión de la demanda conforme con las proyecciones de disponibilidad; asegurar la disponibilidad hídrica para productores agropecuarios; asegurar la disponibilidad hídrica para el consumo humano; conservar patrimonio y servicios hidrológicos.Se ha recomendado promover el resguardo de la seguridad hídrica y alimentaria en las agendas e iniciativas públicas; acordar una planificación estratégica hídrica que armonice el consumo humano y agropecuario, y comprometa el accionar de actores públicos y privados; acelerar la adaptación de las estrategias de desarrollo de las áreas con baja seguridad de abastecimiento hídrico; evaluar los actuales instrumentos de fomento en orden a optimizar su diseño, requisitos y operatoria; acelerar la modernización del riego; impulsar una estructura público-privada de gobernanza de las aguas subterráneas; normar y monitorear la presencia de contaminantes; promover alianzas público-privadas para integrar, divulgar y suplir brechas de información; y fortalecer la colaboración/coordinación intersectorial y la sinergia con los gobiernos locales.

However, agriculture bears great promise to alleviate these pressures and provide multiple opportunities to contribute to global goals. Sustainable agricultural practices lead to water saving, soil conservation, sustainable land management, conservation of natural resources, ecosystem and climate change benefits. Accomplishing this requires accurate information and a major change in how we manage these resources. It also requires complementing efforts from outside the natural resources management domain to maximize synergies and manage trade-offs. The objective of SOLAW 2021 is to build awareness of the status of land and water resources, highlighting the risks, and informing on related opportunities and challenges, also underlining the essential contribution of appropriate policies, institutions and investments. Recent assessments, projections and scenarios from the international community show the continued and increasing depletion of land and water resources, loss of biodiversity, associated degradation and pollution, and scarcity in the primary natural resources. SOLAW 2021 highlights the major risks and trends related to land and water and presents means of resolving competition among users and generating multiple benefits for people and the environment. The DPSIR framework was followed in order to identify the Drivers, Pressures, Status, Impact and Responses. SOLAW 2021 provides an update of the knowledge base and presents a suite of responses and actions to inform decision-makers in the public, private, and civil sectors for a transformation from degradation and vulnerability toward sustainability and resilience.

As Imperial Subjects demonstrates, from the early years of Spanish and Portuguese rule, understandings of race and ethnicity were fluid. In this collection, historians offer nuanced interpretations of identity as they investigate how Iberian settlers, African slaves, Native Americans, and their multi-ethnic progeny understood who they were as individuals, as members of various communities, and as imperial subjects. The contributors’ explorations of the relationship between colonial ideologies of difference and the identities historical actors presented span the entire colonial period and beyond: from early contact to the legacy of colonial identities in the new republics of the nineteenth century. The volume includes essays on the major colonial centers of Mexico, Peru, and Brazil, as well as the Caribbean basin and the imperial borderlands. Whether analyzing cases in which the Inquisition found that the individuals before it were “legally” Indians and thus exempt from prosecution, or considering late-eighteenth- and early-nineteenth-century petitions for declarations of whiteness that entitled the mixed-race recipients to the legal and social benefits enjoyed by whites, the book’s contributors approach the question of identity by examining interactions between imperial subjects and colonial institutions. Colonial mandates, rulings, and legislation worked in conjunction with the exercise and negotiation of power between individual officials and an array of social actors engaged in countless brief interactions. He shows how, beginning in the mid-nineteenth century, Mormons were the first attempting to make that dream a reality, damming and diverting rivers to irrigate their land. In this book, Erik Swyngedouw explores how water becomes part of the tumultuous processes of modernization and development. Using the experience of Spain as a lens to view the interplay of modernity and environmental transformation, Swyngedouw shows that every political project is also an environmental project. In 1898, Spain lost its last overseas colony, triggering a period of post-imperialist turmoil still referred to as El Disastre. Turning inward, the nation embarked on “regeneration” and modernization. Water played a central role in this; during a turbulent period from the twentieth century into the twenty-first—through the Franco years and into the new era of liberal democracy—Spain's waterscapes were completely transformed, with large-scale projects that ranged from dam construction to irrigation to desalinization. Swyngedouw describes the contested political-ecological process that marked this transformation, showing that the Spain's diverse and contested paths to modernization were predicated on particular trajectories of environmental transformation. After laying out his theoretical perspectives, Swyngedouw analyzes three periods of Spain's political-ecological modernization: the aspirations and stalled modernization of the early twentieth century; the accelerated efforts under the authoritarian Franco regime—which included six hundred dams, expanded hydroelectricity, and massive irrigation; and the changing hydro-social landscape under social democracy. Offering an innovative perspective on the relationship of nature and society, Liquid Power illuminates the political nature of nature.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
