Book excerpt: El propósito de ésta disertación es contribuir a la literatura de ciencias sociales sobre gobierno y administración pública utilizando un caso de suministro de agua urbana como un modelo de entrega de servicios públicos y analizándolo desde varias perspectivas teóricas. Esto ilumina los procesos sociopolíticos que son de interés a teóricos y practicantes de la investigación en administración pública. El caso del agua y del suministro del vital líquido en contextos urbanos es extremadamente interesante y relevante para aquellos que estudian teorías de la política pública, ya que es fundamental como recurso natural al ayudar a la producción de bienes y servicios para el consumo de la sociedad. Al mismo tiempo, el agua es un recurso de interés público dada su escasez y la necesidad de una infraestructura robusta que se requiere para suministrarlo a poblaciones urbanas y rurales. Esto hace que el diseño de reglas, normas, leyes e instrumentos de política pública sea uno de los elementos fundamentales al decidir mecanismos de gobernanza sobre cómo se extrae el agua, se distribuye, se consume, se dispone, se trata y se recicla en un sistema urbano de ciclo cerrado. Además, el problema de la entrega del servicio público de agua presenta características que lo hacen ideal para ser analizado con herramientas analíticas de la literatura sobre políticas públicas, dado que para resolver éste complejo rompecabezas es necesario traer teorías de implementación de la política pública, teorías de construcción de la agenda, de toma de decisiones, etc. Si bien la gestión del agua en zonas agrícolas es absolutamente importante, en ésta tesis el análisis se enfoca primariamente en la gobernanza de agua urbana. Hay tres razones fundamentales para la utilización de este criterio de selección de casos. En primer lugar, el crecimiento exponencial de las ciudades ha conllevado un incremento substancial en la población que requiere suministro público de agua. En segundo lugar, aun cuando la producción agrícola y ganadera son los sectores industriales que consumen más agua en México, también son los sectores que están enviando más individuos en edad laboral a su relocalización a áreas urbanas...

Se ha dado muy poca atención a los aspectos ambientales, las necesidades de los ecosistemas y a una adecuada gobernanza del agua en la que los distintos usuarios participen en esa gestión. En diciembre de 2016, la Asamblea General de las Naciones Unidas adoptó por unanimidad la resolución Decenio Internacional (2018-2028) para la Acción-Agua para el Desarrollo Sostenible. De acuerdo con esa resolución, el decenio se concentrará en el desarrollo sostenible y la gestión integrada de los recursos hídricos para el logro de los objetivos sociales, económicos y ambientales. Dos conceptos que se encuentran en la base del planteamiento de dicha resolución son: desarrollo sustentable y gobernanza del agua. Este libro parte de esos conceptos, la hipótesis general en la que se basa es que la aplicación de un enfoque centrado en el desarrollo sustentable y la gobernanza puede mejorar significativamente la gestión del agua en México.

El análisis se concentra en las características institucionales que adquiere la descentralización de los servicios, a la luz del proceso de reforma del Estado, vinculada a dos ideas fuerzas que han modulado la reforma sectorial a nivel global: (i) la Gestión Integrada de los Recursos Hídricos (GIRH) como enfoque dominante orientado a logra que la gestión del agua sea económicamente eficiente, socialmente equitativa y ambientalmente sostenible; y recientemente (ii) la gobernanza del agua (water governance), que al comienzo del presente siglo emerge como tema prioritario en la agenda de discusión mundial para superar la «crisis global del agua» En el centro del análisis se encuentra una cuestión normativa que, desde la reforma municipal de 1983, se cierne sobre el espacio institucional del federalismo mexicano y transita diferentes áreas de política, pero ha quedado sin respuesta: ¿la debilidad endémica que exhiben los gobiernos municipales para cumplir a cabalidad con sus obligaciones constitucionales es cuestión de su diseño institucional o solo de fortalecimiento de sus capacidades? La tesis retoma el análisis institucional desarrollado por Elinor Ostrom conocido como situación de acción y es fortalecido con el enfoque de gobernanza interactiva, propuesto por Kooiman, que resulta sugerente por su paralelismo con el modelo propuesto por E. Book excerpt: This book addresses two major issues in natural resource management and political ecology: the complex conflicting relationship between communities managing water on the ground and national/global policy-making institutions and elites; and how grassroots defend against encroachment, question the self-evidence of State-/market-based water governance, and confront coercive and participatory boundary policing (‘normal’ vs. ‘abnormal’). The book examines grassroots building of multi-layered water-rights territories, and State, market and expert networks’ vigorous efforts to reshape these water societies in their own image – seizing resources and/or aligning users, identities and rights systems within dominant frameworks. Distributive and cultural politics entwine. It is shown that attempts to modernize and normalize users through universalized water culture, ‘rational water use’ and de-politicized interventions deepen water security problems rather than alleviating them. However, social struggles negotiate and enforce water rights. User collectives challenge imposed water rights and identities, constructing new ones to strategically acquire water control autonomy and re-moralize their waterscapes. The author shows that battles for material control include the right to culturally define and politically organize water rights and territories. Andean illustrations from Peru, Ecuador, Bolivia and Chile, from peasant-indigenous life stories to international policy-making, highlight open and subsurface hydro-social networks. They reveal how water justice struggles are political projects against indifference, and that engaging in re-distributive policies and defying ‘truth politics,’ extends context-particular water rights definitions and governance forms.

Hydrosocial territories are spatial configurations of people, institutions, water flows, hydraulic technology and the biophysical environment that revolve around the control of water. Territorial politics finds expression in encounters of diverse actors with divergent spatial and political–geographical interests; as a result, water (in)justice and (in)equity are embedded in these socio-ecological contexts. The territory-building projections and strategies compete, superimpose and align to strengthen specific water-control claims of various interests. As a result, actors continuously recompose the territory’s hydraulic grid, cultural reference frames, and political–economic relationships. Using a political ecology focus, the different contributions to this book explore territorial struggles, demonstrating that these contestations are not merely skirmishes over natural resources, but battles over meaning, norms, knowledge, identity, authority and discourses.
