En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Book excerpt: Guatemala's Maya Biosphere Reserve (MBR), the largest protected area in Central America, is characterized by rampant violence, social and ethnic inequality, and rapid deforestation. Faced with these threats, local residents, conservationists, scientists, and NGOs in the region work within what Micha Rahder calls “an ecology of knowledges,” in which interventions on the MBR landscape are tied to differing and sometimes competing forms of knowing. In this book, Rahder examines how technoscience, endemic violence, and an embodied love of wild species and places shape conservation practices in Guatemala. Rahder highlights how different forms of environmental knowledge emerge from encounters and relations between humans and nonhumans, institutions and local actors, and how situated ways of knowing impact conservation practices and natural places, often in unexpected and unintended ways. In so doing, she opens up new ways of thinking about the complexities of environmental knowledge and conservation in the context of instability, inequality, and violence around the world.

This study reports what social scientists in eight local networks found when they chose their own subjects for a worldwide comparative study of institutional reform at the local level. Governance on the Ground is the culminating product of the Global Urban Research Initiative, a major 10-year research effort that created a worldwide network of some 400 social scientists. The topics these scholars cover include fiscal innovation, infrastructure projects, social development, housing, harbor development, and political party participation. Material comes from Chile, Colombia, Mexico, Brazil, Sudan, Zimbabwe, South Africa, Lebanon, Israel, Egypt, Bangladesh, India, Vietnam, Indonesia, Thailand, and the Philippines. All chapters present governance at a local level in a period characterized by decentralization and democratization, when many governments were improving local accountability and transparency and people were actively participating in public forums, especially through institutions of civil society. Many chapters show the close connection between social science and actual policy formation and implementation in the developing world.

The PPP was introduced as a holistic project that would reverse the cycles of poverty in Mesoamerica. However, the plan incited huge opposition from many groups within Mesoamerica, and throughout its duration few of its objectives were met. The author analyses the plan and describes the regional setting and precursors, as well as the US policy towards the Mesoamerican countries. Using this approach with an analysis of governance in Mesoamerica, this monograph shows a more complete picture of why this ambitious development project did not reach its goals and draws applicable insights to other regions where governance is complex.

However, there is a need for more systematic monitoring and evaluation of the poverty alleviation results of such urban development assistance.

In some cases, communities act within the formal participatory spaces, while in others, they organized "around" or "in reaction to" the institutions, using participatory procedures as focal points for escalating conflict. Communities select their strategies in response to the participatory challenges they confront. Those challenges are associated with contestation over the boundaries that determine access to participatory institutions. Contestation over the line between subnational authority vis-à-vis central-state jurisdictions heightens communities' challenge of initiating a participatory process. Disagreement over the territorial delineation of communities impacted by planned extraction creates for formally non-impacted communities the challenge of gaining inclusion in participatory events. Finally, disputes over the boundary that sets representatives of an affected community apart from the community at large intensify the community's challenge of conveying a position on extraction. This analysis of thirty major extractive conflicts in Bolivia, Colombia, and Peru in the 2000s and 2010s examines community uses of public hearings built into environmental licensing, state-led prior consultations with native communities, and local popular consultations, or referenda"--
