Konzepte und die Sprache entwickeln sich ständig weiter. Daher wird das Glossar zu gegebener Zeit erneut überarbeitet und aktualisiert werden.

The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

The good news is that agricultural productivity in Africa increased at a moderate rate between 1961 and 2012, although there are variations in the rate of growth in land, labor, and total factor productivities depending on country and region. Differences in input use and capital intensities in agricultural production in the various farming systems and agricultural productivity zones also affect advancements in technology. One conclusion based on the book’s research findings derives from the substantial spatial variation in agricultural productivity. For areas with similar agricultural productivity growth trends and factors, what works well in one area can be used as the basis for formulating best-fit, location-specific agricultural policies, investments, and interventions in similar areas. This finding along with others will be of particular interest to policy- and decisionmakers.

Part I tracks the outcomes of Bank projects and country programs and the evolution of monitoring and evaluation (M and E). Part II examines the Bank s support for environmentally sustainable development compatible with economic growth and poverty reduction. The Bank s project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M and E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank s involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects those managed by sectors other than environment lack reporting of environmental outcomes.
