Book excerpt: At the end of the nineteenth century, Southeastern Europe became a prime sending region of emigrants to overseas countries, in particular the United States. This massive movement of people ended in 1914 but remained consequential long thereafter, as emigration had created networks, memories, and attitudes that shaped social and political practices in Southeastern Europe long after the emigrants had left. This book’s main concern is to reconstruct the political and socioeconomic impact of emigration on Southeastern Europe. In contrast to migration studies’ traditional focus on immigration, this book concentrates on the sending countries. The author provides a comparative analysis of the socioeconomic causes and consequences of emigration and argues that migrant networks and emulation effects were crucial for the persistence of migration inclinations. It also brings the state back in the emigration story and discusses political responses towards emigration by governments in the region before 1914. Emigration policy became closely aligned with nation-building and social engineering. These stances continued even after emigration had subsided: interwar Yugoslavia, which is studied in detail, tried to create a Yugoslav “diaspora” in America by turning emigrants from its territory into expatriate citizens. Hence, a nationalizing state exploited transnational linkages. The book closes with the emigration policies of communist Yugoslavia until the early 1960s,when experiments and experiences of the government were crucial for its eventual decision to liberalize labor migration to the West (the only communist government to do so). A paramount reason for this was the fact that emigrants, both as a place of memory and a source of remittances, continued to be significant. This book therefore presents emigration as a complex social phenomenon that requires a multifaceted historical approach in order to reveal the effects of migration on different temporal and spatial scales.

Book excerpt: The post-communist states of Central and Eastern Europe have gone from being among the world's most closed, autarkic economies to being some of the most export-oriented and globally integrated. While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.

Cultural transfers were rarely unidirectional, and often a kind of Pidgin-knowledge emerged, a hybrid fusion of European and local knowledge and skills. At one level, this is merely a rhetorical device to make globalization more palatable to citizens and prove that policy-makers are still firmly in control of their country’s fate. This volume argues that the advocacy of managed globalization goes beyond rhetoric and actually has been a primary driver of major European Union (EU) policies in the past twenty years. The EU has indeed tried to manage globalization through the use of five major mechanisms: 1) expanding policy scope 2) exercising regulatory influence 3) empowering international institutions 4) enlarging the territorial sphere of EU influence, and 5) redistributing the costs of globalization. These mechanisms are neither entirely novel, nor are they always effective but they provide the contours of an approach to globalization that is neither ad hoc deregulation, nor old-style economic protectionism. The recent financial crisis may have seemed initially to vindicate the European efforts to manage globalization, but it also represented the limits of such efforts without the full participation of the US and China. The EU cannot rig the game of globalization, but it can try to provide predictability, oversight, and regularity with rules that accommodate European interests. This book was based on a special issue of Journal of European Public Policy.

Ranging from the African misadventures of the antisemitic Marquis de Morès to the Parisian novels and newspapers of late nineteenth-century professional antisemites, Dorian Bell argues that France’s colonial expansion helped antisemitism take its modern, racializing form—and that, conversely, antisemitism influenced the elaboration of the imperial project itself. Globalizing Race radiates from France to place authors like Guy de Maupassant and Émile Zola into sustained relation with thinkers from across the ideological spectrum, including Hannah Arendt, Friedrich Nietzsche, Frantz Fanon, Karl Marx, Max Horkheimer, and Theodor Adorno. Engaging with what has been called the “spatial turn” in social theory, the book offers new tools for thinking about how racisms interact across space and time. Among these is what Bell calls racial scalarity. Race, Bell argues, did not just become globalized when European racism and antisemitism accompanied imperial penetration into the farthest reaches of the world. Rather, race became most thoroughly global as a method for constructing and negotiating the different scales (national, global, etc.) necessary for the development of imperial capitalism. As France, Europe, and the world confront a rising tide of Islamophobia, Globalizing Race also brings into fascinating focus how present-day French responses to Muslim antisemitism hark back to older, problematic modes of representing the European colonial periphery.
