Book excerpt: This book explores the limits of NGO influence and the conditions that constrain NGOs when they participate in international negotiations Through an empirically rich study of the UN World Summits on the Information Society (WSIS) this book conceptualizes structural power mechanisms that shape global ICT governance and analyses the impact of NGOs on communication rights, intellectual property rights, financing, and Internet governance. The institutional framework of UN negotiations makes it easy for states to exclude NGOs from crucial meetings and to neglect their most relevant demands, in part explaining why NGOs had only limited influence on the policy outcomes of the WSIS in Geneva 2003 and Tunis 2005, although high numbers of NGOs participated. Using a critical perspective, Dany demonstrates that despite the far-reaching participation rights for civil society actors, structural power mechanisms continued to limit the influence of participating NGOs and this contradicts the widely held assumption that extensive NGO participation necessarily increases NGO influence on the policy outcomes. This book will be of interest to students and scholars of international relations, global governance, the United Nations, and global information and communication politics.

Indeed, development is a process of mutual endeavour that calls for the involvement of people in all the segments of society. This has necessitated the emergence of institutions, which can function as a catalyst between the state and the civil society, while still remaining independent of direct government intervention. Conversely, past experiences of NGOs suggest that availability of funds, by itself, is no panacea for the problems of poverty, backwardness and low human development anywhere in the world. This has provoked a series of questions related to the behaviour of NGOs and their dynamics - a phenomenon largely missing during the last two decades. That is, the most profound question is concerned with the very contribution of NGOs - the level and degree of implementation and, identified alternative development and their level of sustainability. Thus, no aspect of the development discourse can be carried forward today without paying attention to the work and the voice of NGOs. What is needed is not the creation of a completely new sustainability outlook, but the establishment of a firm contemporary agenda that builds on some of the proven strengths of the community-based agenda. Within this context, the thinking about sustainability in particular ought to be built on a firmer and more strategically robust foundation than available now. This book comprehensively reviews the key questions about aid and sustainability, including the changing motives for and the purposes of providing aid, the need for new aid targets, distinctions among various recipient NPOs, and the implications of globalisation. In fact, it is an attempt to understand the term 'sustainability' in the context of globalisation through a process of transforming that understanding into organizational action. Although 'sustainability', 'globalisation' and 'organizational action' can stand by themselves, it may be a useful exercise to explore the sustainability concept under the globalisation setting, drawing on its own experiences and best practices from India."

This paper aims to explore problems of NGOs working in or on a conflict. The literature on NGOs and conflict has been growing remarkable during the last years. A big part of the literature is dealing with conflict resolution or peace building activities of NGOs or in general non-state actors. Quiet smaller is the number of literature on negative impacts of NGOs on a conflict. Within those bibliographies we often find the negative impacts of humanitarian aid. In the light of the post-Cold War era, where NGOs gained importance in transnational politics, problems caused by NGOs should not be disregarded. This leads to the question of this paper: What are negative effects of humanitarian NGOs in Conflict intervention and how can they be minimized? For addressing this question, this paper shows on first hand, impacts of the globalization process, which directly relates to the growing importance of NGOs. In a second step, it deals with the issue of NGOs involved in conflict. In that chapter also lies a first philosophical approximation of problems of the humanitarian debate. For a broader understanding, techniques of NGOs in conflict will be covered. Finally, specific negative impacts of humanitarian NGOs will be exposed within different dimensions.
