Book excerpt: Liberalization of tropical agricultural markets has brought globalization, in the sense that all producers now face world rather than domestic prices. Producer prices have tended to rise as a share of fob prices as intermediation costs and tax has declined. However, in conjunction with inelastic demand, the downward shift of the aggregate supply curve results in lower world prices. Farmers therefore get a higher share of a lower price. Cocoa is the market where these changes have been most pronounced. The incidence of the liberalization benefits in cocoa is largely on developed country consumers at the expense of the governments of the exporting countries and farmers in non-liberalizing (non-African) countries. Farmers in liberalized African markets are broadly neither better nor worse off.

Book excerpt: The production and consumption of raw materials such as coffee, cocoa and cotton have created extensive but unequal links between the Global North and Global South. The structure and governance of these links have changed over time, but have been determined mainly by a few multinational companies since the 1980s. Within global production networks, these companies trade these commodities or process them into intermediate and final products. At the same time, the unequal distribution of value added within the global commodity chains comes to the disadvantage of millions of small farmers in the Global South, whose income depends heavily on these raw materials. They receive only a small share of the value of the end products and their incomes are affected by volatile global prices. In order to counteract this lack of economic sustainability, as well as social and ecological problems in commodity sectors, a large number of private certification initiatives by independent organisations as well as sustainability programmes initiated by multinational companies themselves have emerged in recent years. However, the functioning and effects of these initiatives are not well understood. In his master thesis, Felix Maile takes up these global interrelations and examines the impact of various sustainability initiatives on incomes for cocoa farmers in Ghana and Côte d'Ivoire. Based on interviews with experts from the cocoa sector in Europe, Ghana and Côte d'Ivoire, the author analyses the structure and governance of the global cocoa production network, the price formation in the cocoa sector, and the regulations in the main producing countries in West Africa, which aim to stabilise producer prices and increase productivity. In this context, he shows that there is little cooperation between sustainability initiatives of private companies and public policy measures with regard to producer prices. This can also be explained by the different interests of these actors, as Felix Maile shows with regard to the current debate about a common 'Living Income Differential' in Ghana and Côte d'Ivoire. This paper is an important contribution to the discussion on the unequal distribution of value added and power asymmetries in various commodity sectors. In this context, the interrelation between governmental regulations in producer countries and private sustainability initiatives and the role of governance by different actors are particularly relevant, as these are decisive factors for the development of resource-dependent countries in the Global South.

In The Cocoa Coast: The Board-Managed Cocoa Sector in Ghana, the authors identify factors that have contributed to Ghana’s success in cocoa production. These include the accountability of the government for the sector’s performance (cocoa-sector performance being seen as a key dimension of economic management), its interest in maintaining the ability to raise funds globally as a reliable supplier of high-quality cocoa, and its policy of retaining a portion of producer revenues to promote the adoption of yield-enhancing measures. The authors also suggest how Ghana can improve the efficiency of the cocoa sector through measures such as increased transparency and curtailing services that would be better provided by the private sector. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development has provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world s developing countries. This volume is the third in a series (other volumes cover Asia, Europe s transition economies, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Africa' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the Arab Republic of Egypt plus 20 countries that account for about of 90 percent of Sub-Saharan Africa s population, farm households, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added in recent years, and there has also been some backsliding, such as in Zimbabwe. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.
