Uncertainty hinders the region's strategic vision. If the future entails re-launching of globalization, it seems obvious that Latin America should follow along its lines. However, if globalization were to embark on a declining phase and an endangered future, the region would need to look at other options. Latin America, therefore, faces not only a dramatic uncertainty as a result of forces beyond its control, but also needs to anticipate unforeseen events to the best of its abilities, and react to or act upon them. Strategic reflection becomes imperative to manage both uncertainty and the possibility of rapid change.This exercise in strategic reflection implies an immersion in fraught international surroundings, analyzing the forces that push for and against globalization, trying to measure their respective strength, convergence capacity, and potential impact. At the same time, it requires looking into the flaws, weaknesses and contradictions of such forces. With these elements in hand, it will be easier to envisage where the trends are leading to, and by extension, where Latin America may end up standing and which goals it should follow.

After the increase in both inflation and unemployment in the 1970s, the postwar economic paradigm based on the supposed trade-off between unemployment and inflation collapsed, sending shock waves through much of the economics profession and stimulating the search for a new paradigm. That search continues. This study examines the critical issues underlying the search for a new paradigm and outlines the new global political economy that seems to be emerging and replacing the old policy consensus. The challenge for economists is to articulate a new paradigm that recognizes the rapid transformation in the late 20th century economy. The basic paradigm in economics remains, the author claims, as defined by Adam Smith over 200 years ago. Smith's postulate of maximizing the individual in a relatively free market remains the basic paradigm. This paradigm can incorporate the growing groups of workers who earn their living with their minds, not their muscles. It can also provide insights into the worldwide drive for reform and the issues that emerge from rapid globalization of the world economy. And it can serve as a guide for judging which economies and reforms are likely to succeed and which are likely to fail.

Interdependence is not simply strengthening the range of possibilities for national economies to participate in, and advantage of, these developments, but expanding the opportunities that are available to them. The question is how do states take advantage of these global developments. Russia is no exception. Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.
