Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Ownership of the media has been a factor in many instances. The integration of traditionally isolated Central/Eastern Europe into larger, worldwide trends has fundamentally changed the way we look at the media in this region. This volume proposes to address the transition of the media and communication industries in the contemporary period. The contributions discuss, among other things, the obstacles that still remain for the media to play an effective watchdog role in the new democracies, and whether the advent of the Internet and social media has helped or hindered the transformation to a powerful, independent media. The discussion further examines whether advertising agencies have targeted post-communist citizens differently than those in Western European countries and if the media markets in the post-communist region are fundamentally different than in Western Europe and North America. A second focus of the volume is the media coverage of social issues like domestic violence, which is intended to draw attention to these issues and influence policy in a more aware and open society. Making sense of the literary allusions in media discourse, Svitlana Malykhina reminds us that allusions can serve as a primary marker of identity—national and cultural—and may also be a way of negotiating the gap between what has to be reported and what can be banned by censorship. Malykhina presents the changes and continuities between rhetoric strategies of Soviet-style media and postcommunist Russian media, identifying the key literary and historical references in public discourse, which are then picked up by the media. The book analyzes the political, cultural, and social factors at play in the development and expansion of these allusions in both official and alternative discourses. Examining the rise of the Internet, which has remained wholly uncensored in Russia, Malykhina reveals that the Russian Internet media began to function as alternative mass media. Yet, the success of the Internet media has also brought complex and unintended consequences. Malykhina offers an empirically rich examination of conventional classical allusions in media discourse, focusing mainly on the rhetorical techniques by which subversive meanings of these references were generated.

Book excerpt: The economic crisis of 2008, starting from the crisis in banking in the USA in 2008, affected economic and political development in varied ways around the world. This edited volume covers the impact and policy responses in Eastern Europe and Russia. Taken as a whole, the economies of the former state socialist countries – frequently still referred to for convenience as transition economies – were hit hard by the crisis, suffering falls in GDP in 2009 that were deeper than the average around the world. However, there was considerable variety in the effects on individual countries, with a few continuing to grow while some others suffered quite exceptional falls in output. Policy responses were also quite diverse and do not obviously fit with the nature and severity of economic factors. The more general impacts on political life were also varied. In many cases very much the same governments continued in power, while in others there were significant changes and signs of a growing instability in party and political structures.
