As we now strive to rescue the international financial system, he points to uncomfortable truths about the conflicts ahead. The US has reverted to debt-driven growth (this time, government debt), and its economic benefit is waning while the risk increases. China is veering back to export-led growth and large surpluses, increasingly at others' expense. Europe is squeezed between them, and the fixed-rate euro system is creating a subsidiary set of extreme imbalances: the Mediterranean cannot expand demand, while north-central Europe will not expand it. Globally, the choice may soon be between serially degrading US federal credit or putting up trade barriers. The first would undermine the world financial system, but the second would damage world trade, at huge expense to real incomes everywhere. Globalisation Fractures confronts the inherent conflicts as issues to be urgently addressed. This is the battleground upon which the future of the global economy will be determined.

Book excerpt: Broken Promises of Globalization: The Case of the Bangladesh Garment Industry analyzes the consequences of the latest wave of globalization within the context of the Bangladesh garment industry's integration into world markets and production chains. Shahidur Rahman has found that although globalization has created opportunities, the process of globalization has also triggered a deformed development leaving Bangladesh increasingly vulnerable to shifts and tensions within the world trading regime. Bangladesh’s vulnerability, experienced as a constraining framework by all the major actors in dependent industrialization, is of particular importance to the progress both of workers and of Bangladesh’s industrializing modernizers in the garment industry. This book intends to respond to three questions. First, has the garment industry been able to counteract the vulnerability that women garment workers had experienced in their villages? Second, is the formation of a welfare committee a substitute model for unions when it comes to protecting women’s rights? Finally, how is a Least Developing Country dealing with both domestic and external pressures in its response to globalization? Rahman argues that in spite of the opportunities created by the growth of the garment industry, the key actors such as workers, entrepreneurs, unions, and even the government have become vulnerable in the process of the global integration of this industry. This is an ethnographic study that tells the story of the rise, growth, and demise of a Bangladeshi garment company. From a broader approach, an internal force such as the government of Bangladesh is not alone in being responsible for pushing the workers into a vulnerable position; external pressure on the state is also responsible for intensifying the vulnerability of Bangladeshi institutions and actors. Broken Promises of Globalization exposes the crisis Bangladeshi garment companies face as a result of the momentous pressures emanating from the regime of neo-liberal globalization. This ethnographic study, exploring a wide range of contemporary and recent development issues, holds particular relevance for students and scholars of sociology, political science, political economics, labor, and development studies.

Now, as the world struggles to recover, it's tempting to blame what happened on just a few greedy bankers who took irrational risks and left the rest of us to foot the bill. In Fault Lines, Rajan argues that serious flaws in the economy are also to blame, and warns that a potentially more devastating crisis awaits us if they aren't fixed. State authority is fragmenting, more and more actors are involved in the making of foreign policy, and implementing it. Authority is increasingly decentralised, and the players are increasingly internationalised. Researcher, Chinese Ministry of Public Security (Interviewee A32 2018) This chapter sets out the three main vectors of state transformation - the fragmentation, decentralisation and internationalisation of state apparatuses - and theorises their impact on China's foreign relations, establishing the framework that we deploy in the following empirical chapters. It argues that China's state transformation has shaped, and been shaped by, the post-1978 shift from the Maoist command economy to a capitalist economy. After describing the party-state's transformation, we theorise how Chinese foreign policy "works" in this new era. Rather than arguing that central authorities have simply lost power, we explore how power is exercised within the transformed party-state. We argue that a Chinese-style regulatory state has emerged, wherein top leaders rarely control state outputs directly, but rather seek to "steer" and coordinate a diverse array of actors towards often vaguely defined ends (Jones 2019). The mechanisms they use include the promulgation of party doctrine; speeches and slogans; the Chinese Communist Party's (CCP) powers of appointment, appraisal and discipline; discretionary fiscal and policy concessions; and coordinating institutions. In turn, however, actors within the disaggregated party-state and state-society complex may influence, interpret, or even ignore central directives. Political outcomes depend on evolving struggles for power and resources within the Chinese-style regulatory state, which may involve both complementary and competitive interactions between actors within different agencies and located at different territorial scales. These struggles are rarely, if ever, decisively resolved, but continue throughout, and strongly influence, the implementation of foreign and security policies. Moreover, they interface with struggles for power and resources in other societies"--
