Through a systematic comparison of these periods of economic change (1956–1977, and 1977 to the present), Angela W. Little and Siri T. Hettige examine the impact of this transformation on education, youth employment and equality of opportunity in Sri Lanka. The book charts Sri Lanka’s shift from a predominantly agricultural economy to one dominated by services and manufacturing, a reduction in unemployment, rising educational and occupational levels, expectations and achievements, and a reduction in poverty. In turn, it reveals a growing role for the private sector and foreign interests in post-secondary education and a modest growth in private education at the primary and secondary levels, as well as widening social disparities in access to qualifications, training and skills. The Sri Lankan experience of, and engagement with, globalisation has been tempered by a long-running ethnic conflict that hindered economic and social development and diverted considerable public funds into defence and war. Now that the war is ‘won’, the challenge is how to invest in human resource development and the fulfilment of the expectations of youth from all ethnic and social groups. This challenge requires serious policy analysis, the generation of more state revenues, the reallocation of existing public resources, and a political commitment to the winning of a sustainable peace and stability. This book makes an important contribution to the broader international literature on the implications of globalisation for education policy and practice, and to the interaction of exogenous and endogenous forces for educational change. It deals with the tension between the high social demand for education and the growing demand for specialised skills in a changing economy. Despite this, the field of Youth Studies, like many others, is dominated by the knowledge economy of the Global North. To address these geo-political inequalities of knowledge, The Oxford Handbook of Global South Youth Studies offers a contribution from Southern scholars to remake Youth Studies from its current state, that universalises Northern perspectives, into a truly Global Youth Studies. Book excerpt: Employing a multiscalar approach to migration outcomes, spanning individual households, local communities, the macroeconomy and global patterns of capital accumulation, this book demonstrates how cumulatively causal processes at structural, institutional and agency levels have forged a precariously remittance-dependent economy in Sri Lanka. This book combines historical-structural analysis with qualitative research to contend that remittance inflows have reinforced patterns of uneven development in Sri Lanka. At the heart of this argument is a bold critique of remittance capital that inverts the migration–development nexus which has come to dominate international policymaking, with implications for Sri Lanka and other ‘remittance economies’ throughout the Global South. The author contends that temporary labour migration from Sri Lanka is a process of ‘migration-underdevelopment’, in which remittance inflows – ubiquitously considered a key source of capital for developing economies – are reinforcing of uneven development at multiple scales and produce unsustainable development outcomes. Offering a uniquely systematic critique of remittances as a source of developmental capital for countries of origin, such as Sri Lanka, this book will be of interest to academics in the field of development studies, migration studies and Asian studies.

Facing a legacy of post-independence language and education policies that were among the complex causes of the Sri Lankan civil war (1983 - 2009), the government has recently sought to promote interethnic integration through trilingual language policies in Sinhala, Tamil, and English in state schools. Integrating ethnographic and linguistic research in and around two schools during the last phase of the war, Davis's research shows how, despite the intention of the reforms, practices on the ground reinforce language-based models of ethnicity and sustain ethnic divisions and power inequalities. By engaging with the actual experiences of Tamil and Muslim youth, Davis demonstrates the difficulties of using language policy to ameliorate ethnic conflict if it does not also address how that conflict is produced and reproduced in everyday talk.

It centres on movement politics of unions; explains union capacities to mobilise workers as a part of broad counter movement; and specifies worker struggles in Sri Lanka. The author identifies key dimensions of variation in the approaches taken by oppositional groupings, in particular unions, other labour organisations and the labour movement, and locates those variations in a larger theoretical context. Three case studies on trade unions in tea plantations, garment factories and among the nurses show how these theoretical dimensions operate in practice, and the consequences for the sort of opposition that is (and is not) created. This is evident in the recent history of many Asian societies, where efforts to modernize – spurred on by the spectre of foreign domination – have often been accompanied by determined attempts to stamp national variants of modernity with the brand of local authenticity: ‘Asian values’, ‘Chinese characteristics’, a Japanese cultural ‘essence’ and so forth. Highlighting (or exaggerating) associations between the more unsettling consequences of modernization and alien influence has thus formed part of a strategy whereby elites in many Asian societies have sought to construct new forms of legitimacy for old patterns of dominance over the masses. The apparatus of modern systems of mass education, often inherited from colonial rulers, has been just one instrument in such campaigns of state legitimation. This book presents analyses of a range of contemporary projects of citizenship formation across Asia in order to identify those issues and concerns most central to Asian debates over the construction of modern identities.
