Book excerpt: This new collection of essays compares the development of central institutions of governance in the emerging democracies of East and South East Asia. Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.

Book excerpt: The pursuit for better governance has assumed center stage in developmental discourse as well as reform initiatives of all organizations working for the public welfare, and includes such issues as service delivery and responding to citizens’ needs and demands. In the era of globalization, multilevel and new modes of governance are changing the traditional governance models of nation states, accelerated by technological innovation, rising citizen expectation, policy intervention from international and multilateral donor communities, and the hegemony of western ideology imposed on many developing nations. However, a universally accepted and agreed upon definition of 'governance’ still remains elusive. There is no consensus or agreement as to what would be the nature and form of governance and public administration. The question that is raised: Is there a universal governance mechanism that fits in all contexts or governance mechanisms should be based on home grown ideas?One can see various programs and policies of reforms and reorganizations in public administration in the developing countries, but these efforts have not been effective to address the challenging issues of economic development, employment generation, poverty reduction, ensuring equality of access to public services, maintaining fairness and equity, security and safety of citizens, social cohesion, democratic institution building, ensuring broader participation in the decision making process, and improving the quality of life. Therefore, there is a widespread concern for better governance or sound governance to bridge the gap between theory and practice, making this book of interest to academics as well as policy-makers in global public administration.

Book excerpt: Across South Asia in the last two decades, there has been widespread emphasis on governance reforms aiming to reduce poverty through Millennium Development Goals (MDGs). The recent development agenda has had great impact over the region , and this book finds that it largely widens the gap between the rich and poor, which combined with rising inflation, contributes to political instability. The book analyses the discourses of development agenda and governance crisis and provides a survey of the region by not only focusing on India, Pakistan and Bangladesh but also on the smaller countries in the region, such as Bhutan. Explaining three components of the development agenda as criteria for economic development – poverty reduction, governance reforms and civil society participation through liberal democracy – this book explores the consequences of the neo-liberal democracy and recent development agenda coupled with governance reforms. This work argues that the political economy of South Asia is largely derived from experiences of historical colonialism and recent changes driven by contemporary rise of India as a global power after the triumph of new-liberal democracy and market capitalism in the post-cold war era. It proposes a strengthening of the instruments of endogenous governance and people's participation in South Asian countries to reduce poverty through MDGs and other development goals in combination with top-down and bottom up approaches.
