First of all it is necessary to look at some parts of the history of the Soviet Union and the nature of Communism before moving on to defining globalisation and its effects on Russia and the Commonwealth of Independent States (CIS). Why is it so important to deal with history first? It is because the former Soviet Union economically and ideologically had shut itself off to most parts of the globe for decades and hence the effects of globalisation must be reflected under the light of these specific circumstances. In short, the Bolshevik uprising in 1917 was successful and brought the Bolshevik Party into power which was renamed Communist Party in 1918. In the years from 1918 to 1921 a civil war followed in which the Bolshevik regime was almost overthrown but managed to stay in power, taking control over the economy and turning it into a war economy. After 1918 the Soviet Union experienced three years of war communism. Under the wing of Socialism the economy was organised in a military sense and forced the whole nation to put their labour into keeping up a traditional army and securing military power.1 In 1921 Lenin introduced The New Economic Policy as he realised that war communism was a failure and that it had led to peasant revolts endangering the Soviet State. The idea now was to maintain industry under state control and to allow a market for agriculture, trade and commerce.2 This system made it possible for peasants and rural capitalists to gain relative wealth whereas the urban population experienced increasing unemployment. By the late 1920s this emerging rural capitalism was regarded as a threat to the system and lead to a very fragile relationship between the Communist government and the rural population. Oscar Sanchez-Sibony challenges the idea that the Soviet Union represented a parallel socio-economic construct to the liberal world economy. Instead he shows that the USSR, a middle-income country more often than not at the mercy of global economic forces, tracked the same path as other countries in the world, moving from 1930s autarky to the globalizing processes of the postwar period. In examining the constraints and opportunities afforded the Soviets in their engagement of the capitalist world, he questions the very foundations of the Cold War narrative as a contest between superpowers in a bipolar world. Far from an economic force in the world, the Soviets managed only to become dependent providers of energy to the rich world, and second-best partners to the global South.

It ranges from the late nineteenth to the late twentieth century, but at its core is the dynamic of the post-1945 period, when socialism's importance as a globalising force accelerated and drew together what contemporaries called the 'Second' and 'Third Worlds'. At the centre of this history is the encounter between the Soviet Union and Eastern Europe on one hand, and a wider world casting off European empires or struggling against western imperialism on the other. The origins of these connections are traced back to new forms of internationalism enabled by the Russian Revolution; the interplay between the first 'decolonisation' of the twentieth century in Eastern Europe and rising anti-colonial movements; and the global rise of fascism, which created new connections between East and South. The heart of the study, however, lies in the Cold War, when these contacts and relationships dramatically intensified. A common embrace of socialist modernisation and anti-imperial culture opened up possibilities for a new and meaningful exchange between the peripheries of Eastern Europe, Latin America, Africa, and Asia. Such linkages are examined across many different fields - from health to archaeology, economic development to the arts - and through many people - from students to experts to labour migrants - who all helped to shape a different form and meaning of globalisation.

It will show how private citizens exploited the larger effects of contemporary globalization and the language of the Final Act to enlist the U.S. government in a global campaign against Soviet/Eastern European human rights violations. A careful examination of this development shows the limitations of existing literature on the Reagan and Carter administrations’ efforts to promote internal reform in USSR. It also reveals how the Carter administration and private citizens, not Western European governments, played the most important role in making the issue of human rights a fundamental aspect of Cold War competition. Even more important, it illustrates how each administration made the support of non-governmental human rights activities an integral element of its overall approach to weakening the international appeal of the USSR. In addition to looking at the behavior of the U.S. government, this work also highlights the limitations of arguments that focus on the inherent weakness of Soviet dissent during the early to mid 1980s. In the case of the USSR, it devotes considerable attention to why Soviet leaders failed to revive the international reputation of their multinational empire in face of consistent human rights critiques. It also documents the crucial role that private citizens played in shaping Mikhail Gorbachev’s efforts to reform Soviet-style socialism.
