William Cline asserts that developing countries have more at risk, such as their production capacity, than industrial countries as global warming worsens. Using general circulation models, Cline boldly examines 2071–99 to forecast the effects of global warming and its economic impact into the next decade. This detailed study outlines existing studies on climate change; Cline finds the Stern Report for the UK government's estimates most reliable; estimates projected changes in temperature, precipitation, and agricultural capacity; and concludes with policy recommendations. Cline finds that agricultural production in developing countries may fall an average of 16 percent, and if global warming progresses at its current rate, India's agricultural capacity could fall as much as 40 percent. Thus, policymakers should address this phenomenon now before the world's developing countries are adversely and irreversibly affected.

Book excerpt: The principal features of this study that distinguish it from previous analyses include the following: First, this study provides unusual geographical detail. The estimates are obtained in a systematic methodology for more than 100 countries, regions, and regional subzones of the largest countries. Second, there is a direct link from the GCM estimates to highly detailed country climate change estimates. Third, this study uses a central or consensus climate projection approach. Many studies instead show a wide range of climate outcomes. Although for some purposes it is desirable to consider such ranges, they tend to leave the diagnosis so ill-defined that they risk policy paralysis. The experience of the past two decades shows that a wide spectrum of estimates tends to be invoked as a evidence that there is too much uncertainty to warrant action, even though in principle greater uncertainty could justify greater action if policymakers are risk averse. Fourth, this study seeks a preferred synthesis of the two main families of quantitative estimates: summary statistical Ricardian models and detailed crop process models. This approach permits a more balanced set of estimates than applying models from one family to the exclusion of the other.

In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. It then estimates the effects of predicted changes in climate while accounting for whatever farmer adaptation might occur. This study differs from earlier ones by using farmers' own perceptions of the value of their land. Previous research, by contrast, has relied on either observed sale prices or net revenues, sometimes aggregated over geographically large tracts of terrain. The study also makes use of high resolution data describing soil quality and runoff. Furthermore, it tackles the challenges involved in modeling the effect of climate on agriculture in a study that includes countries in the northern and southern hemispheres, as well as the tropics. The study confirms that African agriculture is particularly vulnerable to climate change. Even with perfect adaptation, regional climate change by 2050 is predicted to entail production losses of 19.9 percent for Burkina Faso and 30.5 percent for Niger. By contrast, countries such as Ethiopia and South Africa are hardly affected at all, suffering productivity losses of only 1.3 percent and 3 percent, respectively. The study also confirms the importance of water supplies as measured by runoff, which, being affected by both temperature and precipitation, may itself be highly sensitive to climate change.

This book examines 22 countries across four continents, including both developed and developing economies. It provides both a good analytical basis for additional work and solid results for policy debate concerning income distributional effects such as abatement, adaptation, and equity. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. Finally, the book suggests a research agenda for the future. Economists in academia and the public sector, policy analysts and development agencies will find this broad study illuminating.

Current scenarios for business-as-usual farming under climate change project growing food security challenges by 2050. Worst hit will be underdeveloped regions of the world where food insecurity is already a problem and populations are vulnerable to shocks (Rosegrant et al. 2014). Improvements in agricultural technology and management are expected to increase food security, but if we do not address climate change, climate-related losses in crop and livestock productivity will reduce those gains (Lobell and Gourdji 2012). In this challenging environment, countries will need to contend with shifts in which crops they can best produce, significant changes in global prices, and change in countries’ comparative advantages. New analytical tools that allow policy makers and decision makers to integrate data from the global to the local level offer an important opportunity for countries to identify the most effective ways to address climate change. As the 22nd Conference of the Parties (COP22) gets underway and the role of agriculture as a key element in reducing emissions is widely recognized, countries can use these tools to identify locally appropriate policies that will reduce the impact of climate change on food security over the long term.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: As the effects of climate change set in, and population and income growth exert increasing pressure on natural resources, food security is becoming a pressing challenge for countries worldwide. Awareness of these threats is critical to transforming concern into long-term planning, and modeling tools like the one used in the present study are beneficial for strategic support of decision making in the agricultural policy arena. The focus of this investigation is the Republic of Korea, where economic growth has resulted in large shifts in diet in recent decades, in parallel with a decline in both arable land and agricultural production, and a tripling of agricultural imports, compared to the early 2000s. Although these are recognized as traits of a rapidly growing economy, officials and experts in the country recognize that the trends expose the Republic of Korea to climate change shocks and fluctuations in the global food market. This study uses the IMPACT (International Model for Policy Analysis of Agricultural Commodities and Trade) economic model to investigate possible future trends of both domestic food production and dependence on food imports, as well as the effects from adoption of agricultural practices consistent with a climate change adaptation strategy. The goal is to help assess the prospects for sustaining improvements in food security and possibly inform the national debate on agricultural policy. Results show that historical trends of harvested area and imports may continue into the future under climate change. Although crop models suggest negative long-term impacts of climate change on rice yield in the Republic of Korea, the economic model simulations show that intrinsic productivity growth and market effects have the potential to limit the magnitude of losses; rice production and yield are projected to keep growing between 2010 and 2050, with a larger boost when adoption of improved technologies is taken into consideration. At the same time, food production and net exports from the country’s major trading partners are also projected to increase, although diminished by climate change effects. In sum, these results show that kilocalorie availability will keep growing in the Republic of Korea, and although climate change may have some impact by reducing the overall availability, the effect does not appear strong enough to have significant consequences on projected trends of increasing food security.
