The reasons for Iran's early revolutionary activism, its antagonism toward the United States and Israel, and its war with Iraq from 1980 to 1988, are carefully examined. The reasons for international efforts to contain Iran, particularly efforts by the United States, are also analyzed. Iran's more pragmatic policies are explained, as well, including its close relations with Russia and China, its efforts to repair relations with Saudi Arabia and the other Arab states of the Gulf, its cooperation with U.S. efforts to topple the Taliban in Afghanistan after September 11, 2001, and its offer of comprehensive negotiations with the United States in May 2003. This characterization has far-reaching implications for relations between citizens and the government, as well as Egypt's foreign affairs posture, particularly in the Middle East. State repression of civil, political, and religious actors; the ineffectual provision of social services; and two religious divides, between Coptic Christianity and Islam on the one hand, and secular and conservative Islamic traditions on the other, make for an incendiary domestic environment. The resulting over-reliance on security services to quash dissent could result in a population more amenable to less democratic methods of regime change and/or the development of stronger linkages between regional Islamist groups, whether they be political, militant, or some combination thereof. Differences of narrative concerning the conflict include: what is deemed relevant context in trying to explain the war; whether the war is best seen as a civil conflict or as a proxy war fought among external powers; the degree of emphasis given to the alleged crimes of the Syrian regime as opposed to the alleged violence of Salafist militia; the accuracy of the "origin" story of the conflict in Daraa; the extent to which the initial protestors were secular campaigners calling for democracy or whether they were Muslim extremists seeking a sectarian society governed by sharia law. Several case studies of propaganda institutions are examined here, including the journalism of Marie Colvin; the role of government-funded NGOs; the controversies surrounding each of three major instances of alleged regime use of chemical weapons, and the politicization of the Organization for the Prohibition of Chemical Weapons (OPCW).
