We make evident that security takes into consideration a number of fields and that its major concern is the human person. In addressing security in this work, we do not only refer to the security of states – the concept of national security –, but also to that of individuals – human security –.Governments should integrate in their security agendas not only their own security, but also the security of their nationals. Accordingly, this implies that they should protect their citizens against any threat to human life. In other words, governments or the people they rule do not merely face military threats from other states; they are as well endangered by other threats to their security, these threats are debated in this research paper. We do not mean that military issues are not to be conceptualized within security frameworks, but we do contend that they are not the unique issues to be securitized. Indeed, this paper displays that other issues should be securitized.

The literature on drone warfare has evolved from studying the proliferation of drones, to measuring their effectiveness, to exploring their legal, moral, and ethical impacts. These "three waves" of scholarship do not, however, address the implications of drone warfare for global order. This book fills the gap by contributing to a "fourth wave" of literature concerned with the trade-offs imposed by drone warfare for global order. The book draws on the "English School" of International Relations Theory, which is premised on the existence of a society of states bounded by common norms, values, and institutions, to argue that drone warfare imposes contradictions on the structural and normative pillars of global order. These consist of the structure of international society and diffusion of military capabilities, as well as the sovereign equality of states and laws of armed conflict. The book presents a typology of contradictions imposed by drone warfare within and across these axes that threaten the legitimacy of global order. This framework also suggests a confounding consequence of drone warfare that scholars have not hitherto explored rigorously: drone warfare can sometimes strengthen global order. The volume concludes by proposing a research agenda to reconcile the complex and often counter-intuitive impacts of drone warfare for global order. This book will be of considerable interest to students of security studies, global governance, and International Relations.

This monograph examines the role UN organs can play in implementing the law of State responsibility in global security contexts, using transnational terrorism as its principal case study. The institutional mechanisms utilized by the UN in implementing State responsibility are assessed in detail, shedding light on how the ICJ, the General Assembly and the Security Council contribute to the implementation of State responsibility in the context of global security. By acknowledging the Security Council's role as a post-9/11 legislator, this book argues that the Council can play an important and sometimes determinant role in implementing a State's legal responsibility for failing to prevent terrorism, both inside and outside the Chapter VII framework. Featuring a discussion of the more controversial consequences flowing from State responsibility, this monograph also explores the prospect of injured States adopting forcible measures against responsible States for their failures to prevent terrorism. The book investigates whether self-defence and other forcible reactions, envisaged both inside and outside the Council, can be reconciled with State responsibility principles.

Book excerpt: With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. How well has the United States managed such alliances, and what have been their consequences for its national security? In this book, Evan N. Resnick examines the negotiating tables between the United States and its allies of convenience since World War II and sets forth a novel theory of alliance bargaining. Resnick’s neoclassical realist theory explains why U.S. leaders negotiate less effectively with unfriendly autocratic states than with friendly liberal ones. Since policy makers struggle to mobilize domestic support for controversial alliances, they seek to cast those allies in the most benign possible light. Yet this strategy has the perverse result of weakening leverage in intra-alliance disputes. Resnick tests his theory on America’s Cold War era alliances with China, Pakistan, and Iraq. In all three cases, otherwise hardline presidents bargained anemically on such pivotal issues as China’s sales of ballistic missiles, Pakistan’s development of nuclear weapons, and Iraq’s sponsorship of international terrorism. In contrast, U.S. leaders are more inclined to bargain aggressively with democratic allies who do not provoke domestic opposition, as occurred with the United Kingdom during the Korean War.
