Book excerpt: These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. Their purpose is to enable relevant authorities to develop and implement strategies aimed at improved safety, health and conditions of service at sea in capture fisheries and aquaculture operations. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. However, while these guidelines are not directed at sport and recreational activities carried out within the aquatic environment, administrations responsible for such sectors may well take note of the safety and health issues therein. The guidelines contribute to Strategic Objective 5: Increase the resilience of livelihoods to threats and crises.

It contains guidelines for national agencies (competent authorities) involved in fisheries accident investigations. It provides competent authorities and their investigators with a structured approach to meeting their legislative requirements to record, investigate, analyse, and report on accidents in the fishing sector. These guidelines are based on international standards, models and lessons learned from various countries where similar accident management processes are in use. The draft guidelines were discussed and finalized at a Train - the - Trainer workshop on safety at sea for small-scale fishers in the Caribbean, which was attended by 30 professionals on safety at sea and fisheries from seven Caribbean countries and was held in Castries, Saint Lucia in January 2020. The fisheries accident management process outlined may also be useful for other regions, which have similar safety challenges and opportunities for safety improvements in fisheries. These guidelines are intended to apply to a wide range of undesired events, such as accidents involving minor and serious injuries, fatalities, vessel damage, incidents involving damaged equipment and near misses.

Book excerpt: The Regional Workshop on Safety at Sea in Artisanal and Small-scale Fisheries in Latin America and the Caribbean took place in the city of Paita, Peru, from 2 to 4 July 2007. Thirty-seven Latin American experts, as well as experts from Sweden and representatives of FAO and the Latin American Organization for Fisheries Development (OLDEPESCA) participated. The workshop was developed through joint cooperation between the Fishing Technology Service (FIIT) of FAO and OLDEPESCA. During the workshop, the results of the "Study on safety at sea in artisanal and small-scale fisheries in Latin America and the Caribbean" were presented, as well as other presentations on different aspects of safety at sea by invited experts. In addition, experts from participating countries made presentations on the situation of safety at sea in small-scale fisheries in their respective countries. The information presented was debated in plenary and included such themes as safety at sea in fisheries management, safety measures and fishing operations, registration of information on accidents at sea and legislation, as well as technology, design and construction of vessels. Finally, the framework for a regional strategy on safety of human lives at sea and a work programme whose objective is to strengthen systems on safety at sea through regional and international cooperation was elaborated and approved by the participants. The unedited presentations can be found on the CD-ROM included in this publication.

They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.

Forty-one experts from the South West Indian Ocean (SWIO) region including an expert from Sweden and representatives of FAO participated. The workshop was organized and implemented by the Fishing Technology Service of the FAO Fisheries and Aquaculture Department, in close collaboration with the FAO Subregional Office for Southern Africa. During the workshop, the results of the Study on safety at sea in artisanal and smallscale fisheries in the South West Indian Ocean, conducted in May 2006, were presented. In addition, seven experts from SWIOFC member States made presentations and took up matters affecting safety at sea in their countries. Experts from Grenada, Sweden and FAO made presentations on global and regional aspects of safety at sea that enriched the information provided to the delegates. The information presented was debated in four working groups on different themes covering fishing operations, data collection, legal framework and technology.

Book excerpt: Commercial fishermen continue to risk their lives and livelihood as they labor to bring food to tables around the world. Few occupations are as dangerous as that of a commercial fisherman's, and we at the National Institute for Occupational Safety and Health place the safety of these workers as a high priority. We call upon the readers of this proceedings volume to join our efforts to support safety training for commercial fishermen and the acquisition and use of safety equipment, including personal flotation devices, survival suits, and radio equipment, for all commercial fishing vessels. While we may not be able to control the harsh environment in which commercial fishing takes place, we certainly can promote safer vessels and survival training for workers in the commercial fishing industry. Fatal traumatic injuries in commercial fishing have resulted in this industry being one of the most hazardous in Alaska, the United States, and many other nations. The International Labour Organization (ILO) and Food and Agriculture Organization (FAO) estimate that 7% of all worker fatalities worldwide occur in the fishing industry, even though this industry accounts for less than 1% of the worldwide workforce. The fatality rate for U.S. commercial fishermen was 168 per 100,000 workers per year from 1994 through 1998, 35 times the overall US occupational fatality rate (4.8 per 100,000 workers per year) (CFOI). Around the world, for example, in Australia, Denmark, Finland, Korea, and Sweden, occupational fishing fatality rates range from 16 to as much as 79 times higher than these countries' overall occupational fatality rate. The ILO has estimated that the fishing industry experiences 24,000 deaths and as many as 24 million nonfatal injuries each year worldwide. To bring together fishermen, fishing safety proponents and professionals, government officials, equipment manufacturers, and other parties interested in fishing safety and health, the Alaska Field Station, National Institute for Occupational Safety and Health, organized the Fishing Industry Safety and Health (FISH) conferences. The first two (Anchorage, Alaska, in 1992, and Seattle, Washington, in 1997) were national in scope. As these were well-attended and included participants wanting to learn from other countries where fishing was of economic significance, we decided to broaden the scope of the next conference. Thus, the first International Fishing Industry Safety and Health Conference (IFISH) was held in Massachusetts, in October of 2000, in collaboration with the Harvard School of Public Health. That meeting was well attended and included representatives from many nations. In late September of 2003, working with the Alaska Marine Safety Education Association, we held IFISHII in Sitka, Alaska, which drew 135 registrants from 18 nations. Forty speakers addressed topics ranging from deck safety needs for crabbers working in northern waters to policy changes affecting Pacific Island States. IFISH II's focus on safer working environments for commercial fishermen is part of a growing international emphasis on the need for collaboration among governments, nongovernmental entities, vessel owners and operators, and fishermen themselves to develop effective safety programs. Although fishermen from Sri Lanka sometimes face different types of problems than do fishermen from Sweden or the United States, all of them are operating offshore, usually at some distance from emergency help. The range of subjects in this proceeding volume is impressive, from risk factor analyses to intervention approaches, some rooted in practicalities and success, some more theoretical. Gathering people from fishing countries spread around the globe at an event like IFISH II helps us all to identify programs, equipment, and policies that are effective in promoting fishing safety.

Book excerpt: A proposal for a new global approach for fisheries focused on reducing fishing capacity and providing incentives for long-term sustainability. The Earth's oceans are overfished, despite more than fifty years of cooperation among the world's fishing nations. There are too many boats chasing too few fish. In Saving Global Fisheries, J. Samuel Barkin and Elizabeth DeSombre analyze the problem of overfishing and offer a provocative proposal for a global regulatory and policy approach. Existing patterns of international fisheries management try to limit the number of fish that can be caught while governments simultaneously subsidize increased fishing capacity, focusing on fisheries as an industry to be developed rather than on fish as a resource to be conserved. Regionally based international management means that protection in one area simply shifts fishing efforts to other species or regions. Barkin and DeSombre argue that global rather than regional regulation is necessary for successful fisheries management and emphasize the need to reduce subsidies. They propose an international system of individual transferable quotas that would give holders of permits an interest in the long-term health of fish stocks and help create a sustainable level of fishing capacity globally.
