Book excerpt: With the recent release of the 2011 purchasing power parity (PPP) data from the International Comparison Program (ICP), analysts and institutions are confronted with the question of whether and how to use them for global poverty estimation. The previous round of PPP data from 2005 led to a large increase in the estimated number of poor in the world. The 2011 price data suggest that developing countries' incomes in PPP-adjusted dollars are significantly higher than indicated by the 2005 PPP data. This has created the anticipation that the new PPP data will decrease significantly the count of poor people in the world. This paper presents evidence that if the global poverty line is updated with the 2011 PPP data based on the same set of national poverty lines that define the $1.25 line in 2005 PPPs, and if the 2011 PPP conversion factors are used without adjustments to selected countries, the 2011 poverty rate is within half a percentage point of the current global estimate based on 2005 PPPs. The analysis also indicates that the goal of 'ending' extreme poverty by 2030 continues to be an ambitious one.

This short book deconstructs the assumption that global poverty has fallen dramatically, and lays bare the spurious methods of poverty measurement and data on which the dominant prosperity narrative depends. Here is carefully researched documentation that global poverty—and the inequalities and misery that flourish within it—remains massive, afflicting the majority of the world’s population. Donnelly goes further to analyze just how global poverty, rather than being reduced, is actually reproduced by the imperatives of capital accumulation on a global scale. Just as the global, environmental catastrophe cannot be resolved within capitalism, rooted as it is in contemporary mechanisms of exploitation and plunder, neither can human poverty be effectively eliminated by neoliberal “advances.”

Book excerpt: Many developing countries seem likely to see a substantial downturn in economic growth over the 2015–2030 implementation period of the SDGs, compared with the recent years of strong growth. Since the 2015 WEO, the macroeconomic outlook has deteriorated further, with projected global growth for 2017 falling from 3.8 to 3.5 percent. However, a key result of this study is that projected declines in global poverty rates are not greatly affected by the anticipated slowdown in economic growth. Under the updated projections for 2030, the extreme poverty rate will be 5.2 percent compared to 4.8 percent. For most groups of countries and subgroups of populations, projected 2030 poverty rates will be within one percentage point of the levels projected under the optimistic outlook on global growth. However, there is some variation across countries, and even countries not directly affected by the recent global slowdown are likely to see long-term impacts. And despite this optimistic finding, we should be concerned that the movement in poverty rates is away from the SDG goal of complete elimination of poverty.

What types of late economic development or 'catch-up' capitalism are associated with different poverty outcomes? Global Poverty addresses these apparently simple questions and the extent to which the answers may be shifting. One might expect global poverty to be focused in the world's poorest countries, usually defined as low-income countries, or least developed countries, or 'fragile states'. However, most of the world's absolute poor by monetary or multi-dimensional poverty - up to a billion people - live in growing and largely stable middle-income countries. At the same time, poverty has not fallen as much as the substantial economic growth would warrant. As a consequence, and as domestic resources have grown, much of global poverty has become less about a lack of domestic resources and more about questions of national inequality, social policy and welfare regimes, and patterns of economic development pursued.
