While the growth of the telecom industry occurred with the emergence of worldwide market-oriented regulatory reform and liberalization in telecommunications, the state-market relationship in Korea evolved from state monopoly toward “centralized governance” and later toward “flexible governance,” which is substantially different from “liberal governance” of the US. This book examines the uniqueness of Korean regulatory reforms of the mobile telecommunication sector, and argues that the market-oriented regulatory reform and liberalization should be explained by focusing on the interactions among the state, the private sector, and international political economic environment. Hills analyzes power relations within the arena of global communications from the inception of the telegraph through the successive technologies of submarine telegraph cables, ship-to-shore wireless, broadcast radio, shortwave wireless, the telephone, and movies with sound. As she shows, global communication began to overtake transportation as an economic, political, and social force after the inception of the telegraph, which shifted communications from national to international. From that point on, information was a commodity and ownership of the communications infrastructure became valuable as the means of distributing information. The struggle for control of that infrastructure occurred in part because British control of communications hindered the growing economic power of the United States. Hills outlines the technological advancements and regulations that allowed the United States to challenge British hegemony and enter the global communications market. She demonstrates that control of global communication was part of a complex web of relations between and within the government and corporations of Britain and the United States. Since the 1990s, as major state firms were spun off from the ministries that managed them under the central planning system, the nature of the state in governing the economy has been remarkably transformed into that of a regulator. Based on over a hundred interviews conducted with Chinese central and local officials, firms, scholars, journalists, and consultants, the book demonstrates that the form of central state control varies considerably across leading industrial sectors, depending on the dominant mode of state ownership, conception of control, and governing structure. By analyzing and comparing institutional dynamics across various sectors, Yeo explains variations in the pattern of China’s regulation of its economy. She contrasts the regulation of the automobile industry, a relatively decentralized sector, with the highly-centralized telecommunications industry, and demonstrates how China’s central party-state maintains regulatory authority over key local state-owned enterprises. Placing these findings in historical and comparative contexts, the book presents the evolution and current practice of state regulation in China and examines its compatibility with other contemporary government practices.
