Book A Strategies to tasks Framework for Planning and Executing Intelligence Surveillance and Reconnaissance ISR Operations

Download or read book A Strategies to tasks Framework for Planning and Executing Intelligence Surveillance and Reconnaissance ISR Operations written by Carl Rhodes and published by Rand Corporation. This book was released on 2007 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

Book C4ISR for Future Naval Strike Groups

Download or read book C4ISR for Future Naval Strike Groups written by National Research Council and published by National Academies Press. This book was released on 2006-05-26 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Book Implications of Artificial Intelligence Integration Into Intelligence Surveillance and Reconnaissance Operations

Download or read book Implications of Artificial Intelligence Integration Into Intelligence Surveillance and Reconnaissance Operations written by Michael D. Baird and published by . This book was released on 2020 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Artificial Intelligence (AI) is one of the key aspects of recent technological advancements, which will likely have lasting effects on national security and the character of war. Global Integrate Intelligence Surveillance and Reconnaissance (ISR) is a key mission set that will be impacted by AI integration with the potential to cause significant changes to how intelligence personnel perform ISR operations. This presents challenges across the ISR enterprise and potential gaps need to be identified in order to proactively prepare for AI integration into ISR operations. This research paper examined relevant AI driving forces and technologies using a case study framework to examine the advantages and risks of AI integration into ISR operations. Three key gaps of AI integration into ISR operations were identified. First, the ISR enterprise needs to start creating a culture that trusts AI technologies and understand how AI can be integrated into current operations. In addition, the ability to train ISR personnel to operate within a human-machine teaming environment will be difficult and should be developed and executed as soon as possible. Finally, due to the urgency of advancing AI technologies, the ISR enterprise will have unique operational implications that need to be addressed. A proactive approach to creating a culture that embraces AI as well as preparing personnel to operate within a human-machine teaming framework is critical to U.S. national security now and into the future."--Abstract.

Book Strategy for Intelligence Surveillance and Reconnaissance ISR Experience with U 2 Spy Aircraft in Iraq Searching for IEDs Afghanistan War Obstacles to ISR Integration Battlefield Impact

Download or read book Strategy for Intelligence Surveillance and Reconnaissance ISR Experience with U 2 Spy Aircraft in Iraq Searching for IEDs Afghanistan War Obstacles to ISR Integration Battlefield Impact written by U. S. Military and published by . This book was released on 2017-05-29 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This provocative paper draws upon the U.S. experiences in Iraq and Afghanistan to highlight key lessons for integrating intelligence, surveillance, and reconnaissance (ISR) operations into military campaigns and major operations. The U.S. military's adherence to a Cold War-era collection management doctrine creates obstacles for ISR integration. This system of managing competing requirements as a basis for ISR operations has proven ineffective repeatedly in military operations due to the emphasis on collection statistics that do not account for operational realities. In the Information Age, strategy has never been more difficult or more important. Military campaigning is now a struggle among multiple hyper-connected groups to learn and influence faster than others. Because tactical actions increasingly have strategic consequences, military forces must anticipate how their actions could influence groups and how the actions of others could influence those same groups. Generating relevant intelligence has become increasingly difficult, as the demands for both precise action and force protection multiply. Modern technology simultaneously challenges and enables intelligence, surveillance, and reconnaissance (ISR) operations. It provides a direct connection between analysts and consumers separated by thousands of miles but leads to ever-changing sources and methods for coping with complex operating environments and compressed decision cycles. In the last 10 years, numerous reports have highlighted many obstacles to the integration of ISR in military campaigns and major operations. The root cause of these difficulties is adherence to a centralized Cold War collection management doctrine focused on production rather than goals and objec-tives.4 This Industrial Age paradigm is not agile enough to meet the challenges of military operations in the Information Age. A strategy-oriented approach that balances ISR ends, ways, and means will more effectively meet commanders' needs and expectations.

Book Joint Functional Command for Intelligence Surveillance and Reconnaissance

Download or read book Joint Functional Command for Intelligence Surveillance and Reconnaissance written by and published by . This book was released on 2007 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: Intelligence, surveillance, and reconnaissance (ISR) operations continue to perform a vital role in the war on terror and promise to remain integral to current and future wars. That our military can execute the ISR mission has never been in question; the challenge is the efficiency, flexibility, and agility of that execution. The U.S. Strategic Command (USSTRATCOM) Joint Functional Component Command for Intelligence, Surveillance, and Reconnaissance (JFCC-ISR) is engaged in that challenge. On January 10, 2003, President George W. Bush endorsed the reality that ISR touches every mission area from combating weapons of mass destruction to integrated missile defense to small unit operations. On that date, he signed Unified Command Plan 02, Change 2, which gave USSTRATCOM the responsibility for Department of Defense (DoD) ISR. This responsibility has transferred without change in subsequent plans, making the commander of USSTRATCOM responsible for the execution of the global ISR mission, which he chose to do through the creation of the JFCC-ISR. To meet those responsibilities, JFCC-ISR develops strategies and plans; integrates DoD, national, and international partner capabilities; and executes DoD ISR operations to satisfy combatant command and national operational and intelligence requirements. A great benefit of the DIA location is the "across the hall" proximity to the Defense Joint Intelligence Operations Center (DJIOC). The two organizations are in the process of integrating their operations centers. The JFCC-ISR launched two ambitious initiatives to redefine ISR allocation and management. The first is a new ISR Global Force Management model that uses a mission-based approach to allocating ISR assets as opposed to a calendar-based one. The second effort is the ISR transition Team. On January 1, 2007, the Team launched an initiative to develop well-understood, practical, and executable best practices for operationally phased ISR support to the combatant commands.

Book Unmanned Aircraft Systems Uas in the Cyber Domain Protecting Usa s Advanced Air Assets

Download or read book Unmanned Aircraft Systems Uas in the Cyber Domain Protecting Usa s Advanced Air Assets written by Julie J. C. H. Ryan and published by Independently Published. This book was released on 2018-09-14 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unmanned Aircraft Systems (UAS) are an integral part of the US national critical infrastructure. They must be protected from hostile intent or use to the same level as any other military or commercial asset involved in US national security. However, from the Spratly Islands to Djibouti to heartland America, the expanding Chinese Unmanned Aircraft Systems (UAS / Drone) industry has outpaced the US technologically and numerically on all fronts: military, commercial, and recreational. Both countries found that there were large information security gaps in unmanned systems that could be exploited on the international cyber-security stage. Many of those gaps remain today and are direct threats to US advanced Air Assets if not mitigated upfront by UAS designers and manufacturers. The authors contend that US military / commercial developers of UAS hardware and software must perform cyber risk assessments and mitigations prior to delivery of UAS systems to stay internationally competitive and secure. The authors have endeavored to bring a breadth and quality of information to the reader that is unparalleled in the unclassified sphere. This book will fully immerse and engage the reader in the cyber-security considerations of this rapidly emerging technology that we know as unmanned aircraft systems (UAS). Topics covered include National Airspace (NAS) policy issues, information security, UAS vulnerabilities in key systems (Sense and Avoid / SCADA), collision avoidance systems, stealth design, intelligence, surveillance and reconnaissance (ISR) platforms; weapons systems security; electronic warfare considerations; data-links, jamming operational vulnerabilities and still-emerging political scenarios that affect US military / commercial decisions.

This book was released on 2008 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a new document that specifies why and how our Air Force will provide the capacity and capability for full spectrum Intelligence, Surveillance and Reconnaissance (ISR). It provides the foundation for enabling our air components to joint forces to "out smart" any adversary. This is our overarching plan for integrating people, equipment, processes, and investments to achieve Global Vigilance, Global Reach, and Global Power through cross domain integration of air, space and cyberspace ISR. This strategy sets the conditions to achieve persistent surveillance and improves the integration of information to facilitate decision superiority. It advances Air Force ISR simultaneously as an enabler of tactical forces, as the provider of theater-wide operational level perspectives for joint commanders, and as a strategic lever for national decision makers. It combines our historical advantage of an elevated perspective with the means to achieve insight and foresight to yield a decisive advantage in National Security operations. This strategy charts how USAF ISR can produce desired security effects today and in the future. Pulling the trigger is but one way to defeat our adversaries USAF ISR, while enabling trigger pullers also provides a multitude of additional ways to achieve National Security objectives.

Book Realizing the Potential of C4I

Download or read book Realizing the Potential of C4I written by National Research Council and published by National Academies Press. This book was released on 1999-06-17 with total page 299 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rapid progress in information and communications technologies is dramatically enhancing the strategic role of information, positioning effective exploitation of these technology advances as a critical success factor in military affairs. These technology advances are drivers and enablers for the "nervous system" of the militaryâ€"its command, control, communications, computers, and intelligence (C4I) systemsâ€"to more effectively use the "muscle" side of the military. Authored by a committee of experts drawn equally from the military and commercial sectors, Realizing the Potential of C4I identifies three major areas as fundamental challenges to the full Department of Defense (DOD) exploitation of C4I technologyâ€"information systems security, interoperability, and various aspects of DOD process and culture. The book details principles by which to assess DOD efforts in these areas over the long term and provides specific, more immediately actionable recommendations. Although DOD is the focus of this book, the principles and issues presented are also relevant to interoperability, architecture, and security challenges faced by government as a whole and by large, complex public and private enterprises across the economy.

Book Future Air Force Needs for Survivability

Download or read book Future Air Force Needs for Survivability written by National Research Council and published by National Academies Press. This book was released on 2006-10-03 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
