Book excerpt: Since its political independence in 1965, Singapore has achieved rapid economic growth and transformed itself into a major global financial, business and transport/information technology (IT) hub, with GDP per capita ranking among the highest in the world since the beginning of this decade. While the first three decades of Singapore’s rapid economic growth have been based largely on a strategy to attract and leverage global multinational corporations (MNCs) to create increasingly higher value-adding economic activities, the last 25 years have witnessed an increasing shift toward promoting technological innovation and entrepreneurship, and the building of a vibrant innovation and entrepreneurship ecosystem that supports several major clusters of innovation, including medtech, smart urban mobility/infrastructure and internet/mobile e-commerce. More recently, the city-state has also been seeking to accelerate the commercialization of a wider range of deep technologies from universities and public research labs, including artificial intelligence (AI), advanced materials and fintech.

The last part summarizes Shenzhen's policy lessons in fostering innovation-based economic growth in developing countries and areas.

Available in PDF, EPUB and Kindle. Book excerpt: "The city-state of Singapore has achieved rapid economic development in the past by its positioning as an efficient business hub in Asia. To remain competitive in the global knowledge economy, however, Singapore needs to move beyond efficiency by developing a strong "innovative" edge as well. This paper examines the challenges that Singapore faces in seeking to do so through an explorative survey of 40 firms from three innovative sectors: high-tech manufacturing industries, knowledge-intensive business services (KIBS), and creative content industries. Overall, while the survey confirms Singapore's continuing competitive strength in efficiency infrastructure, it also finds a favorable perception of Singapore as an innovative city. Indeed, many of the industry actors indicated that an efficient business infrastructure is a prerequisite for locating their innovative activities in Singapore, suggesting that the relationship between innovation and efficiency is complementary, rather than substitutional. While the study found that intellectual property and its protection are widely recognized by actors in all three sectors, interesting differences exist. In particular, intellectual property protection appears to be of greater concern to the high-tech research and development-intensive manufacturing sector and the creative contents sector than to the KIBS sector. Another interesting difference is that while competition in high-tech innovation tends to be global, competition in creative content tends to have a stronger local or regional dimension. Public policy in East Asia has traditionally emphasized the development of technological innovation capabilities in the manufacturing sector. In light of the findings, public policymakers may need to be more sensitive to the nuanced differences in policies needed to promote the new creative content industries and the associated supporting KIBS. Over the past two decades, however, Europe has performed rather poorly, on average, in both dimensions. On one hand, many political leaders have denounced the existence of an "innovation emergency" in Europe. At the same time, commentators have observed Europe's inability to create a suitable environment in which entrepreneurship can flourish. In the autumn of 2015, CEPS formed a Task Force of experts and stakeholders to examine key aspects of the debate on how to boost these two dimensions in Europe. Their report takes a dynamic, forward-looking view of EU policy, encompassing technological development, new business models, the expected changes in the labor market, and the evolving role of public and private players as platforms and actors of innovation.

In addition to yearly data and comparison, this 2017 edition also explores the digital entrepreneurial ecosystem and provides a detailed analysis of two measurements of entrepreneurship: the GEDI and the Total Early-Stage Entrepreneurial Activity (TEA) measure. Whereas developed countries will be challenged to increase their economic productivity to sustain current standards of living as their populations rapidly age, developing economies will need to integrate more than two billion young adults into the world economy by 2050. How can more than one billion jobs be created in the developing world within this timeframe, especially in the least developed countries, where poverty and massive unemployment are already dominant facts of economic life? How can we measure, monitor, and build the ecosystems to produce such growth? The GEDI is designed to profile national systems of entrepreneurship. It links institutions and agents through a National Entrepreneurial System (ecosystem) in which each biotic and abiotic component is reinforced by the other at the country level. The resulting data gives policymakers a tool for understanding the entrepreneurial strengths and weaknesses of their countries’ economies, thereby enabling them to implement policies that foster productive entrepreneurship. The GEDI also helps governments harness the power of entrepreneurship to add these types of challenges.
