Book excerpt: The consequences of climate change for society are analysed in this landmark assessment from the IPCC. This book assesses the available knowledge on the many issues that society has to face, including the international decision-making framework; applicability to climate change of techniques for assessing costs and benefits; the significant social costs of projected climate change; and the economic assessment of policy instruments to combat climate change, nationally and internationally. Some important conclusions of this Second Assessment Report indicate that 10 to 30% of greenhouse gas emissions in most countries can be reduced at negative or zero cost - 'no regrets' measures. Also, the literature indicates that climate change will cause aggregate net damage, which provides an economic rationale for going beyond 'no regrets' measures. It also indicates that a portfolio of mitigation, adaptation and research measures is a sound strategy for addressing climate change given the remaining uncertainties. This report speaks directly to the issues that are faced by the many countries committed to limit emissions of greenhouse gases by the year 2000, and currently negotiating actions to be taken beyond that date. Will be of great value to the international community of policymakers interested in the consequences of climate change, as well as to economists, social and natural scientists.

Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. There is an urgent need to know and understand the way in which global biogeochemical cycles have changed over different time scales in the past and are likely to do so in the future. Equally important, it is necessary to determine the extent to which natural variability and that induce by anthropogenic activities are bringing about change. A number of international co-operative scientific programmes ad dress these issues. Chief among them are the International Geosphere-Biosphere Programme (IGBP), the World Climate Research Programme (WCRP) and the Inter national Human Dimensions Programme (IHDP) for global change. This book is one of a series of IGBP syntheses drawing together findings in global environmental change over the past decade or so. One focus of IGBP activities is the System for Analysis, Research and Training (START). Co-sponsored by the WCRP and IHDP, START establishes regional research networks for global change science in developing countries, stimulates and carries out global change research in developing regions of the world, and builds capacity to undertake such research at personal, institutional and regional levels. Several regional global change networks have been established, and much regional research has been accomplished in the last five years or so. In this book, work relating to four of the older START regions, Southern Africa, South Asia, Southeast Asia and East Asia, will be used as case studies to illustrate regional-global linkages in Earth System Science.

Although understanding and predictive capacity are still limited, scientists already agree that significant global changes must be expected in the next 50 years that will affect the capacity of the Earth to sustain life. Governments, business and industry have, therefore, come to recognize that scientific knowledge about the changing global environment - as yet incomplete but rapidly evolving - is becoming indispensable for wise long-term policy making, the goal being to design preventive, adaptive and remedial measures. Thus global change science and policy making are engaged in a process of forming a new partnership that is taking shape as further insights evolve. Effective continuous interactions between the partners requires mutual understanding: decision-makers need to understand the unique potential but also the limitations of the results of scientific research in progress while scientists must take into account the priorities and constraints of policy-makers in designing and implementing policies that will promote long-term sustainability of life on this planet. This book contributes in a unique manner to this mutual understanding: It gives an overview of the ongoing relevant research focusing on the two major international programmes, the International Geosphere-Biosphere Programme and the World Climate Research Programme. These are described in terms understandable to the interested lay reader. The results of the latest review of the Intergovernmental Panel on Climate Change (IPCC) are included. This is followed by an analysis of the response process that is in progress with respect to governments - singly and multilaterally - by business and industry and by public interest groups. This process is leading to interactive structures, assessment procedures and legislation, nationally and internationally. Business and industry are changing from mere watchfulness to recognition of new opportunities for products and processes. Six interviews with prominent figures from business and government circles in the Netherlands provide a vivid illustration of the questions at issue. The appendices provide overviews of methods for incorporating the results of global change science into policy-making and development of long lasting projects. Adaptation to climate change serves as an example. Thus, for the first time, one book describes both ongoing research work in global change and the response processes that the research results are evoking. Book excerpt: The Pasoh Forest Reserve (pasoh FR) has been a leading center for international field research in the Asian tropical forest since the 1970s, when a joint research project was carried out by Japanese, British and Malaysian research teams with the cooperation of the University of Malaya (UM) and the Forest Research Institute (FRI, now the Forest Research Institute Malaysia, FRIM) under the International Biological Program (IBP). The main objective of the project was to provide basic information on the primary productivity ofthe tropical rain forest, which was thought to be the most productive of the world's ecosystems. After the IBP project, a collaborative program between the University of Malaya and the University of Aberdeen, Scotland, UK, for post-graduate training was carried out at Pasoh. Reproductive biology of so me dipterocarp trees featured in many of the findings arrived at through the program, contributing greatly to progress in the population genetics of rain forest trees. Since those research pro grams, apart of the Pasoh forest and its field research station have been managed by FRIM. In 1984, FRIM started a long-term ecological research program in Pasoh FR with the Smithsonian Tropical Research Institute (STRI) and Harvard University, establishing a 50-ha plot and enumerating and mapping all trees 1 cm or more in diameter at breast height. A recensus has been conducted every 5 years.

"Above" the state is the widening net of international institutions and treaties dealing with human rights, trade, investment, and monetary affairs; and "below" it are rising claims within states from long-resident groups discontented with the political order and from new migrants testing its authority. Sovereignty under Challenge deals with a range of such challenges and responses, analyzed in authoritative studies by leading scholars. The introductory chapter sets forth the theme that sovereignty is asserted clearly, but often unpredictably, when governments respond to challenge. It suggests ways of classifying these responses as variables that help explain the changing nature of sovereignty. Part 1, "The Citizen and the State," treats the rising tide of dual citizenship and the concerns this arouses in the United States; the work of national human rights commissions in Asia; and the challenge posed to the state by the Falungong movement in China. The two chapters in Part 2, "The Government as Decision-Maker," examine Japan's response to global warming and the problems of the World Health Organization in orchestrating collaboration among Southeast Asian states in implementing infectious disease control.
