It emphasizes that electricity was not solely the result of technological innovation or federal intervention. Instead, it was a multifaceted process that influenced, and was influenced by, environmental alterations, political machinations, business practices, and social matters. Although it generally hewed to national and global patterns, southern electrification charted a distinctive and instructive path and, despite orthodoxies to the contrary, stood at the cutting edge of electrification from the late 1800s onward. Its story speaks to the ways southern experiences with electrification reflected and influenced larger American models of energy development. Inasmuch as the South has something to teach us about the history of American electrification, electrification also reveals things about the South’s past. The electric industry was no mere accessory to the “New South” agenda—the ongoing project of rehabilitating Dixie after the Civil War and Reconstruction. Electricity powered industrialism, consumerism, urban growth, and war. It moved people across town, changed land- and waterscapes, stoked racial conflict, sparked political fights, and lit homes and farms. Electricity underwrote people’s daily lives across a century of southern history. But it was not simply imposed on the South. In fact, one Regenerating Dixie’s central lessons is that people have always mattered in energy history. The story of southern electrification is part of the broader struggle for democracy in the American past and includes a range of expected and unexpected actors and events. It also offers insights into our current predicaments with matters of energy and sustainability.

Book excerpt: For those in developed nations, suddenly being without electricity is a disaster: power cuts have us fretting over the food stored in the freezer, and even a few hours without lights, televisions, or air conditioning is an ordeal. However, for an estimated 1.6 billion people worldwide, the absence of electricity is their daily experience. An untold number of others live with electricity that is erratic and of poor quality. How can electric power be brought into their lives when the centralized utility models that have evolved in developed nations are not an economically viable option? Poor, rural communities in developing nations cannot simply be ‘plugged in’ to a grid. Small-scale Distributed Generation (DG), ranging from individual solar home systems to village level grids run off diesel generators, could provide the answer, and this book compares around 20 DG enterprises and projects in Brazil, Cambodia and China, each of which is considered to be a "business model" for distributed rural electrification. While large, centralized power projects often rely on big subsidies, this study shows that privately run and localized solutions can be both self-sustaining and replicable. Its three sections provide a general introduction to the issue of electrification and rural development, set out the details of the case studies and compare the models involved, and discuss the important thematic issues of equity, access to capital and cost-recovery. Hisham Zerriffi shows that in each case, it is not simply a matter of matching a particular technology to a particular need. Numerous institutional factors come into play including the regulatory regime, access to financial services, and government/utility support or opposition to the DG alternative. Despite this, in many countries, the question is not whether DG has a role to play. Rather it is a question of how it will play a role.

Building the U.S. Battery Industry for Electric Drive Vehicles: Summary of a Symposium gathers representatives from leading battery manufacturers, automotive firms, university researchers, academic and industry analysts, congressional staff, and federal agency representatives. An individually-authored summary of each symposium will be issued. The symposium was held in Michigan in order to provide direct access to the policymakers and industrial participants drawn from the concentration of battery manufacturers and automotive firms in the region. The symposium reviewed the current state, needs, and challenges of the U.S. advanced battery manufacturing industry; challenges and opportunities in battery R&D, commercialization, and deployment; collaborations between the automotive industry and battery industry; workforce issues, and supply chain development. It also focused on the impact of DoE's investments and the role of state and federal programs in support of this growing industry. This task of this report is to summarize the presentations and discussions that took place at this symposium. Needless to say, the battery industry has evolved very substantially since the conference was held, and indeed some of the caveats raised by the speakers with regard to overall demand for batteries and the prospects of multiple producers now seem prescient. At the same time, it is important to understand that it is unrealistic to expect that all recipients of local, state, or federal support in a complex and rapidly evolving industry will necessarily succeed. A number of the firms discussed here have been absorbed by competitors, others have gone out of business, and others continue to progress.

The book takes a historical, contemporary, and projective outlook using case studies from pre- and ongoing electrification communities in non-Western countries such as Ghana, Kenya, Rwanda, Senegal, Malawi, Tanzania, and Nigeria. Beyond the diverse nature of these countries in terms of their geographical location in West, East, and Southern Africa, each offers a different experience in terms of colonial history, economic and institutional infrastructure, social and cultural context, and level of adoption of off-grid solar technologies. Notably, the book contributes to the off-grid solar and energy justice scholarship in low-income non-Western contexts. It examines various approaches to energy justice and does so by engaging with Western and non-Western philosophical notions of the concept. It takes into consideration the major principles of Ubuntu philosophy with the adoption of off-grid solar technologies, hence enriching the energy justice framework. Finally, the book interrogates the degree to which the social mission that catalysed the expansion of the off-grid solar sector is being undermined by broader structural dynamics of the capital investment upon which it is reliant. Book excerpt: A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. It begins with a theoretical reframing of both the contested concept of scarcity and the underlying dynamics of resource diplomacy.
