Projections were done for 2 scenarios: (1) progressive tariff elimination according to the schedule agreed to under the current General Agreement on Tariff or Trade (GATT); & (2) complete elimination of tariff on wood products as proposed within the Asia-Pacific Economic Cooperation (APEC) Accelerated Tariff Liberalization (ATL) initiative. Projections were made by using the global forest products model, which provides equilibrium projections of prices & quantities produced, consumed, & traded for 14 commodity groups. Book excerpt: A search for new methods for dealing with climate change led to the identification of forest maintenance as a potential policy option that could cost-effectively reduce greenhouse gas emissions, with the development of measures for Reducing Emissions from Deforestation and Forest Degradation (REDD). This book explores how an analysis of past forest governance patterns from the global through to the local level, can help us to build institutions which more effectively deal with forests within the climate change regime. The book assesses the options for reducing emissions from deforestation in developing countries under the international climate regime, as well as the incentives flowing from them at the national and sub national level and examines how these policy levers change human behaviour and interface with the drivers and pressures of land use change in tropical forests. The book considers the trade-offs between certain forestry related policies within the current climate regime and the larger goal of sustainable forestry. Based on an assessment of existing multi-level institutional forestry arrangements, the book questions how policy frameworks can be better designed in order to effectively and equitably govern the challenges of deforestation and land degradation under the global climate change regime. We intend the book as a guide to the empirical methods that we have found most useful for addressing both traditional and modem areas of concern in forest policy, including timber production and markets, multiple use forestry, and valuation of non-market benefits. 'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. It was a joint event, namely the biennial meeting of the Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL Con ference. The Scandinavian Society of Forest Economics (SSFE) was established in 1958 as a forum for forest economists in the Nordic countries to meet and exchange ideas on research and education. Alternating between Denmark, Finland, Norway and Sweden, biennial ordinary meetings have taken place ever since. The number of participants has increased from 10-15 in the first decade to more than 80 in 2002. In the last two decades prominent researchers from outside Scandinavia have been invited to present papers at the biennial meetings and also to participate in ad hoc working groups. The Berkeley-KVL part of the conference is based on a research collaboration between The Royal Veterinary and Agricultural University (KVL), Copenhagen, University of Cali fornia at Berkeley, and Oregon State University. It was initiated in 1993 within the frame work of a research programme at KVL: 'Stochastic Decision Analysis in Forest Manage ment' and since 1996 extended to the programme 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources'.

Since 1991, when a panel of the General Agreement on Tariffs and Trade (GATT) found that U.S. import restrictions on tuna from countries with high dolphin mortality violated GATT's trade rules, an entire field of law has emerged called "Trade and the Environment." This book provides a thorough and balanced assessment of this developing area of law that affects consumer, regulatory and trade policy choices for governments around the world. It encompasses trade agreements and the evolving jurisprudence, from the 1991 tuna-dolphin case up to actions on agricultural subsidies in late 2004. This book is designed to teach students with no prior background in trade law or environmental law. It is also designed to be equally accessible to students and professors from civil law as well as common law jurisdictions. Opening chapters present key trade and environmental policy theories and concepts, and introduce the structure of the World Trade Organization (WTO) and its process for adjudicating trade disputes. Substantive chapters comprehensively assess the GATT's core obligations and the "general exceptions" to those obligations for certain types of environmental measures. WTO agreements such as the Agreement on Technical Barriers to Trade, the Agreement on Application of Sanitary and Phytosanitary Measures, the Agreement on Subsidies and Countervailing Measures, and the Agreement on Agriculture are covered. There are substantial excerpts from decisions in the key trade-environment disputes, including the famous cases addressing protection of sea turtles in shrimp fisheries, growth hormones and risk assessment, natural resource and agricultural subsidies, and bans on the use of asbestos. Unresolved issues such as ecolabels and genetically modified foods and the legal status of trade measures in multilateral environmental agreements are also discussed. In addition, the book has a chapter on the North American Free Trade Agreement (NAFTA) and its environmental side agreement, including investment provisions and investor-State arbitration. Throughout, the book presents policy arguments about the connections between trade and environmental protection and the linkage with broader concerns about sustainable development and the economic and environmental prospects for developing countries. It also considers the work of international institutions created to address these connections and the role of public participation in both disputes and trade agreement negotiations.
