Book excerpt: The 2010 edition of the Global Education Digest focuses on gender and education to mark the 15th anniversary of the Fourth World Conference on Women. Shortly after this landmark conference in 1995, the international community pledged to eliminate gender disparities at all levels of education by 2015 as part of the Millennium Development Goals (MDGs). As the official source of data to monitor advancement towards these goals, the UIS has released the Digest on the eve of the UN Millennium Summit (New York, 20-22 September) to present the latest available data to analyse national progress and pitfalls in offering every child and young person equal access to education regardless of their sex. According to the Digest, boys and girls in only 85 countries will have equal access to primary and secondary education by 2015, if present trends continue. Seventy-two countries are not likely to reach the goal - among which, 63 are far from reaching parity at the secondary level.

A combination of factors has produced this shift: first, the massive expansion of technological capacity signalled by the arrival of ‘big data’ that allows for the collection, circulation and processing of extensive system knowledge. The rise of data has been observed and discussed extensively, but its role in governing and the rise of comparison as a basis for action is now a determining practice in the field of education. Through these developments, the nature of knowledge is altered, along with the relationship between knowledge and politics. Knowledge in this context is co-constructed: it is not disciplinary knowledge, but knowledge that emerges in the sharing of experience. This book provides a global snapshot of a changing educational world by giving detailed examples of a fundamental shift in the governing and practice of education learning by: • Assessing approaches to the changing nature of comparative knowledge and information • Tracking the translation and mobilisation of these knowledges in the governing of education/learning; • Identification of the key experts and knowledge producers/circulators/translators and analysis of how best to understand their influence; • Mapping of the global production of these knowledges in terms of their range and reach the interrelationships of actors and their effects in different national settings. Countries, zones and cities are trying to position themselves as reputed centres for higher education and research. But given higher education’s current preoccupation with competitiveness, branding, and economic benefits are education hubs merely a fad, a branding exercise, or are they an important innovation worthy of serious investment and attention? This book tries to answer the question through a systematic and comparative analysis of the rationales, actors, policies, plans and accomplishments for six serious country level education hubs - United Arab Emirates, Qatar, Malaysia, Hong Kong, Singapore and Botswana . The in-depth case studies shows that "one size does not fit all". A variety of factors drive countries to prepare and position themselves as an education hub. They include income generation, soft power, modernization of domestic tertiary education sector, economic competitiveness, need for trained work force, and most importantly a desire to move towards a knowledge or service based economy. In response to these different motivations, three different types of education hubs are being developed: the student hub, talent hub, and knowledge/innovation hub.
