Book excerpt: In order for Codex Alimentarius Members to share information on the results of Genetically Modified (GM) food safety assessments, the Food and Agriculture Organization of the United Nations (FAO) maintains an online database entitled “FAO GM Foods Platform”. Upon requests from several Members, a global community meeting of the FAO GM Foods Platform was organized from 10 to 13 September 2019 in Bangkok, Thailand. Ninety-nine people from 73 different Platform community members participated in the meeting. This report describes the key points of discussions that took place during the three and a half days of the meeting; these include, but are not limited to, clear benefits of data sharing, and good practices in the process of sharing and utilizing the shared data. While the main purpose of the Platform is to simply share the relevant official data globally, the community of the Platform was recognized as a great value, providing an opportunity for all focal points of the Platform to be able to directly communicate and learn from each other on technical issues around GM food safety assessments, and more importantly, to develop mutual trust among the community members from different countries. The Platform itself has become a model for an effective community of practice, resulting in many collaborative and successful joint activities, including bilateral and multilateral capacity development actions. At the end of the meeting, participants had the opportunity to network through the World Café to identify concrete steps for follow-up actions at the national and regional level.

Book excerpt: In 2008, the Codex Alimentarius members agreed that it is important for countries to globally share the results of genetically modified (GM) food safety assessment and subsequently the Food and Agriculture Organization of the United Nations (FAO) is hosting an online database entitled FAO GM Foods Platform (http://www.fao.org/gm-platform) to share the relevant data. As of September 2019, only 23 out of 189 Codex members have been able to share the relevant data. In order to understand the challenges countries may be facing in conducting GM food safety assessment, two separate sets of questionnaires were sent to all 189 Codex members in July 2019. Questionnaire A was sent to 166 Codex members who had not shared any GM food safety assessment result on the platform, while questionnaire B was sent to those 23 Codex members who have been actively sharing the GM food safety assessment results on the Platform. A total of 116 Codex members responded between July and September 2019. All responses are recorded as they were received. While the present document is a simple compilation of the responses, a complete analysis of the results was made and integrated in to another FAO publication entitled Reality of GM food safety: Are we effectively evaluating it? During the Global Community Meeting of the FAO GM Foods Platform in 2019, the strong need for a set of science-based information materials was expressed at a global level to support the generation of communication strategies and materials which could help to address the public communication challenges surrounding food biotechnologies at a national level. The present FAO Information toolkit on food biotechnologies with a focus on food safety serves as a basis to assist countries in addressing the general public’s concerns on food biotechnology and food safety, to support them in raising awareness of the science of food biotechnologies and food safety and to inform discussions and decisions. It consists of one handbook providing an instruction manual for the whole set of documents and ten booklets, referred to as tools, and which cover background information, general information on the scientific aspects of food biotechnologies and food safety, the rationale behind the claimed benefits of genetically modified (GM) foods, GM food safety assessments and regulations. The tools also touch upon aspects related to human health and the environment, the practical uses and applications, the recent developments and innovations, possibilities to engage with the public.

To address this need, FAO, in collaboration with Kenya’s National Biosafety Authority and scientific and consumer education/communication experts, initiated the process of developing a communication toolkit on food biotechnologies. The toolkit is to be used by governmental agencies that assess the safety of foods derived from biotechnologies to better communicate with the general public. The toolkit will contain a series of guiding documents with various sample materials. The target users of the toolkit itself are the food safety and biosafety competent authorities in the government sector, whereas the sample materials are for the general public.A step-by-step approach has been planned to develop the sample materials with the first steps being the analysis of existing consumer education and communication materials worldwide, the identification of gaps in the information that is needed for consumers to gain a better understanding, and the selection of consumer education and communication materials to be used as a basis to develop sample materials. This document summarizes these initial steps.

The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. While the impacts of such environmental factors on food security are well known, the effects on food safety receive less attention. The purpose of Climate change: Unpacking the burden on food safety is to identify and attempt to quantify some current and anticipated food safety issues that are associated with climate change. The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By building a more widespread and better understanding of the consequences climate change has on food safety, it is hoped that this document will aid in fostering stronger international cooperation in making our food safer by reducing the global burden of these concerns.

Book excerpt: FAO provides countries with technical support to conduct nutrition assessments, in particular to build the evidence base required for countries to achieve commitments made at the Second International Conference on Nutrition (ICN2) and under the 2016-2025 UN Decade of Action on Nutrition. Such concrete evidence can only derive from precise and valid measures of what people eat and drink. There is a wide range of dietary assessment methods available to measure food and nutrient intakes (expressed as energy insufficiency, diet quality and food patterns etc.) in diet and nutrition surveys, in impact surveys, and in monitoring and evaluation. Differenct indicators can be selected according to a study's objectives, sample population, costs and required precision. In low capacity settings, a number of other issues should be considered (e.g. availability of food composition tables, cultural and community specific issues, such as intra-household distribution of foods and eating from shared plates, etc.). This manual aims to signpost for the users the best way to measure food and nutrient intakes and to enhance their understanding of the key features, strengths and limitations of various methods. It also highlights a number of common methodological considerations involved in the selection process. Target audience comprises of individuals (policy-makers, programme managers, educators, health professionals including dietitians and nutritionists, field workers and researchers) involved in national surveys, programme planning and monitoring and evaluation in low capacity settings, as well as those in charge of knowledge brokering for policy-making.

In 2020, the spread of COVID-19 has emphasized the critical need for pre-requisite food safety programmes such as those offering good hygiene practices for food handling, which are at the core of the response to COVID-19. From 17 to 26 November 2020, the Food and Agriculture Organization of the United Nations (FAO) has organized the Regional Food Safety Conference for Asia and the Pacific. The conference was hosted in collaboration with the Government of Thailand, to discuss the current food safety situations and opportunities with a particular focus on the needs and opportunities for the region. It consisted of four sessions with one discussed for each day, that held specific focus on different aspect of food safety: national food control systems, science and technology, multi-sectoral collaboration and the international trades, communication and education. The dialogues covered traditional topics such as food safety standards as well as new and emerging subjects such as innovative technologies and the spread of misinformation on food safety. Integrated food safety systems and strong regional collaborations among stakeholders were highlighted as highly important elements of a One Health approach, and it was shown how food safety is a shared responsibility and everyone in the food chain has a role to play.

Although the majority of consumed insects are gathered in forest habitats, mass-rearing systems are being developed in many countries. Insects offer a significant opportunity to merge traditional knowledge and modern science to improve human food security worldwide. This publication describes the contribution of insects to food security and examines future prospects for raising insects at a commercial scale to improve food and feed production, diversify diets, and support livelihoods in both developing and developed countries. It shows the many traditional and potential new uses of insects for direct human consumption and the opportunities for and constraints to farming them for food and feed. It examines the body of research on issues such as insect nutrition and food safety, the use of insects as animal feed, and the processing and preservation of insects and their products. It highlights the need to develop a regulatory framework to govern the use of insects for food security. And it presents case studies and examples from around the world. Edible insects are a promising alternative to the conventional production of meat, either for direct human consumption or for indirect use as feedstock. To fully realise this potential, much work needs to be done by a wide range of stakeholders. This publication will boost awareness of the many valuable roles that insects play in sustaining nature and human life, and it will stimulate debate on the expansion of the use of insects as food and feed.
