Book excerpt: NASA's Earth Science Division (ESD) conducts a wide range of satellite and suborbital missions to observe Earth's land surface and interior, biosphere, atmosphere, cryosphere, and oceans as part of a program to improve understanding of Earth as an integrated system. Earth observations provide the foundation for critical scientific advances and environmental data products derived from these observations are used in resource management and for an extraordinary range of societal applications including weather forecasts, climate projections, sea level change, water management, disease early warning, agricultural production, and the response to natural disasters. As the complexity of societal infrastructure and its vulnerability to environmental disruption increases, the demands for deeper scientific insights and more actionable information continue to rise. To serve these demands, NASA's ESD is challenged with optimizing the partitioning of its finite resources among measurements intended for exploring new science frontiers, carefully characterizing long-term changes in the Earth system, and supporting ongoing societal applications. This challenge is most acute in the decisions the Division makes between supporting measurement continuity of data streams that are critical components of Earth science research programs and the development of new measurement capabilities. This report seeks to establish a more quantitative understanding of the need for measurement continuity and the consequences of measurement gaps. Continuity of NASA's Earth's Observations presents a framework to assist NASA's ESD in their determinations of when a measurement or dataset should be collected for durations longer than the typical lifetimes of single satellite missions.

Book excerpt: The Earth Observing System (EOS) is an integral part of the National Aeronautics and Space Administration's (NASA's) Earth Science Enterprise (ESE). ESE is a long-term global change research program designed to improve our understanding of the Earth's interrelated processes involving the atmosphere, oceans, land surfaces, and polar regions. Data from EOS instruments and other Earth science measurement systems are useful in understanding the causes and processes of global climate change and the consequences of human activities. The EOS Data and Information System (EOSDIS) provides a structure for data management and user services for products derived from EOS satellite instruments and other NASA Earth science data. Within the EOSDIS framework, the Distributed Active Archive Centers (DAACs) have been established to provide expertise in one or more Earth science disciplines. The DAACs and cooperating data centers provide data and information services to support the global change research community. Much of the development of the DAACs has been in anticipation of the enormous amount of data expected from EOS instruments to be launched within the next two decades. Terra, the EOS flagship launched in December 1999, is the first of a series of EOS satellites to carry several instruments with multispectral capabilities. Some data products from these instruments are now available from several of the DAACs. The lack of scientific satellite programs greatly hinders research on global change. This book proposes using a series of global change scientific satellites to establish a scientific observation grid for global environmental change monitoring from space, and offers the first comprehensive review of lunar-based Earth observation. These scientific satellites could provide not only basic datasets but also scientific support in facilitating advances in international global change research.

Understanding these changes requires a range of observations acquired from a variety of land-, sea-, air-, and space-based platforms. To assist NASA, NOAA, and the USGS develop these tools, the NRC was asked by these agencies to carry out a decadal strategy survey of Earth science and applications from space. In particular, the study is to develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015, and a prioritized list of space programs, missions, and supporting activities to address these questions. This interim report outlines a key element of the studyâ€"the rationale for tying Earth observations to societal needâ€"and identifies urgent near-term actions needed to achieve this goal. A final report, due in late 2006, will provide the list of recommended space missions, programs, and supporting.
