Book excerpt: Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.

It traces the framework of Western policies to the 1975 Helsinki Final Act, which resulted in the stovepiping of relations into political, economic, and democracy categories – and in often uncoordinated or contradictory policies. While the authors embrace the goal of promoting human rights and democracy, they argue that the antagonistic methods adopted to advance this goal have proven counter-productive. They propose that Western governments work with the regional states rather than on or against them; and that instead of focusing directly on political systems, policies should focus on developing the quality of governance and help build institutions that will be building blocks of rule of law and democracy in the long term. The authors also argue that Western leaders have largely failed to grasp the significance of this region, relegated it to a subordinate status and thus damaging western interests. The development of sovereign, economically strong, and effectively self-governing states in the Caucasus and Central Asia is an important goal in its own right; the book stresses the importance of a region where the development and preservation of secular statehood could become a model for the entire Muslim world.

The book also captures Arctic countries’ reactions to Asian approaches, and their expectations from these countries. The melting of the polar sea-ice induced by climate change has placed the Arctic region in the forefront of global scientific, economic, strategic and academic interest. The discourse involves a number of issues such as claims of the littoral countries to the continental shelves of the region, the management and exploitation of its living and non-living resources, the rights and interests of indigenous communities, and the prospects of new ice-free shipping routes. The contemporary discourse also suggests that the Arctic region presents challenges and offers opportunities for the international community. These issues have given rise to new geopolitical, geoeconomic, and geostrategic dynamics amongst the Arctic littorals, and led to the growing interest of non-Arctic states in the affairs of the Arctic. It is evident that the Asian countries have a variety of interests in the Arctic, and the grant of Permanent Observer status to these countries is an acknowledgement of their capabilities. These countries are keen to explore opportunities in the Arctic, and have begun to formulate appropriate long-term national strategies. The preliminary approach of the Asian Observer countries has rightly been to graduate from ‘involvement’ to ‘engagement’ in the Arctic, which seems to have generated significant interest amongst analysts. This book helps to understand the approaches of various Arctic and non-Arctic stakeholders, in light of the evolving dynamics in the region.

Given the proven limitations of the UNSC in handling various situations, there is pressing need for a regional infrastructure to deal with security matters, including both traditional and non-traditional threats. It is for the nations whose interests are most affected to work together to build a comprehensive Pan Asian security mechanism, dispelling the apprehensions of the continent’s inhabitants and creating the capability to handle their own affairs. This book aims to bring out need for a holistic, overarching Indo-Pacific security system and generate ideas on how it should be developed.
