In 1980, a National Research Council book called for nationally integrated land parcel data, but despite major progress in the development of land parcel databases in many local jurisdictions, little progress has been made toward a national system. National Land Parcel Data looks at the current status of land parcel data in the United States. The book concludes that nationally integrated land parcel data is necessary, feasible, and affordable. It provides recommendations for establishing a practical framework for sustained intergovernmental coordination and funding required to overcome the remaining challenges and move forward.

Therefore there is the need for an effective and efficient land management practice to sustain life on earth. Land management may be defined as the process of managing the use and development of land resources in a sustainable way. The proper management of land records facilitates peaceful land ownership, security of land tenure and also guarantees the result of orderly judicial procedures relating to land rights and the repossession of land. Furthermore, effective land record keeping is the basis for land and property taxation and a security for credit. In fact, land records management is at the core of private property regimes found in developed countries. For Ghana and many other developing countries, land ownership is dictated by a host of historical, cultural, and customary beliefs. As a result, maintaining proper land records is a difficult and challenging task. The absence of information on land ownership and transactions causes land deputes and hinders orderly economic development. Recently, the need for careful management of land, together with the efficient use and management of its resources has emerged as a matter of major global concern. This has led to a re-evaluation of land records management in many developing countries, including Ghana. This study makes a contribution to the safe and effective management of land records in Ghana using a geographic information system (GIS). The thesis capitalizes on the technological promise of GIS to demonstrate how a prototype software package comprising ArcGIS and Microsoft Access 2007 can be used to improve land management in Ghana. The prototype GIS-based computer application system has been modeled after policies of the land title registration project recently implemented by the government of Ghana. The result of the prototype system show that GIS provides a good framework for managing land-based resources that have spatial dimensions. GIS creates certainty, provides a good means of updating spatial information on land and therefore presents decision-makers with an effective basis for decision-making. The results also show that computer-based applications for improving land record management is of utmost importance in land management and monitoring in a developing country such as Ghana. There is therefore the need to embrace and employ the capabilities of computer-based technologies such as Geographic Information Systems for recording and retrieving information of land and for managing land resources in the country.
